Wars and armed conflicts come to an end; however, the remnants of war continue to impact millions of people for decades to follow. Mine Action and Disarmament's vision is a world where people and communities are safe, resilient and protected before, during and after armed conflict. Together with national authorities and other stakeholders, we are working to resolve problems faced by local communities caused by landmines and explosive remnants of war. Currently, NPA has more than 22 Mine Action Programmes ongoing in Africa, Asia, Latin America, the Balkans and the Middle East.

Norwegian People's Aid (NPA) started its work with mine action in Vietnam in 2010 and is currently involved in survey and clearance activities in the provinces of Quang Tri and Huế. The position is based in Quang Tri.

The programme's head quarter is located in Hanoi. The programme is currently employing around 280 staff, and receives funds from US State Department, Norwegian Ministry of Foreign Affairs, DFID and DoD.

In this position your main responsibilities will be:

  • Support QTMAC management in coordination amongst all MA actors in accordance with QTMAC policy
  • Advise the operations section on operational planning, prioritization, tasking and monitoring
  • Facilitate workshops with neighboring provinces to share good practices conducted in Quang Tri
  • Develop policy and procedures for more effective management on the provincial mine action program
  • Further assist and develop capacity of QTMAC to manage, monitor and coordinate Mine Action activities
  • Assist the QTMAC director in developing proposals for resource mobilization.

To be succesfull in this role you must have:

  • Relevant higher education or equivalent qualifications (result focused mine action NGO or commercial work, overseas relief and development programmes or military qualifications with interactional deployments)
  • Experience Working in SEA context
  • Proficiency in the International Mine Action Standards (IMAS)
  • Experience with DFID project management and reporting
  • Experience with fundraising.
  • Excellent written English skills
  • Previous working relations or experience of liaison and networking with UN, national authorities, military forces, partner organizations and donors.

We consider it an advantage if you also have:

  • Experience from managing operations, project planning, implementation, follow up and reporting, writing project proposals and budgeting
  • Experience in logistics, finance and human resources
  • Experience and knowledge from political work in development countries and/or humanitarian aid
  • MA in Business and administration or International relations
  • Science degree in education.

Location: Quang Tri
