1. Design, organization and coordination of the capacity development activities

● Closely cooperate with MMCO programmes/units/teams in the development of annual capacity development plans to ensure most efficient resource allocation.
● Maps out capacity building needs of IPs and outlines key skills/policies/procedures/practices that need to be developed.
● Provide advice and support to programmes/units/teams related to the definition of the scope of work for training and preparation of the necessary documents for outsourcing the activities.
● Take the lead in selection of the appropriate contractors and personnel to conduct the capacity development activities. This may include working closely with different units from Headquarters that manage different talent pools.
● Ensure that appropriate capacity development standards and best practices are incorporated
in the capacity development plan.

2. Monitoring and evaluation of capacity development activities

● Develop a monitoring and evaluation plan to evaluate the success of each capacity development activity as needed, and CDU work.
● Provide monitoring and evaluation reports for capacity development activities and incorporate lessons learnt for continuous improvement of subsequent and follow-up activities, and mitigate risks of remote management.
● Effectively liaise with contractors/retainers on the capacity development events and training sessions.
● Ensure quality, timely completion and value for money of the capacity development activities, in close coordination with pertinent MMCO Funds/Programmes/Projects.
● Provide advice to the Management in definition and mitigation of risks associated with organization of capacity development activities.

3. Knowledge building and knowledge sharing

● Engage with IPs on an ongoing basis and at a technical level to obtain their input and feedback on capacity building activities, with the objective of supporting policy direction in developing a demand-based mechanism.
● Support capacity building efforts working with other colleagues in the development and delivery of tailored learning sessions addressing common queries and issues.
● Encourage routine and effective capacity building activities are conducted in order to build the long-term and sustainable capacity of the office.
● Contribute to the dissemination and sharing of best practices and lessons learned for development planning and knowledge building in a timely and appropriate manner.
● Provide sound contributions to knowledge networks and communities of practice by synthesizing lessons learnt and disseminating best practices in their area of work.
● Ensure learning and adaptive management for the programme, implementing partners and other relevant stakeholders to continuously assess what is working and what is not working in order to make ongoing adaptations to interventions to ensure their relevance in the face of changing circumstances and to maximize effectiveness and sustainability of capacity development support to the implementing partners.

Education/Experience/Language requirements

a. Education

  • A first-level university degree (e.g. Bachelor) in communication, international relations, international development, international affairs, political science, knowledge management, organizational learning or other relevant discipline is required. An advanced university degree (e.g. Masters) is considered an asset and may substitute for 2 additional years of relevant experience.

b. Experience

  • A minimum of 7 years of relevant experience in organizing or coordinating capacity building or related activities is required.
  • Demonstrated ability to design capacity building strategies based on clear needs identification is an asset.
  • Proficiency with activities, theories, methods, technology, and best practices, including identification and contracting of resources e.g. (personnel and service providers) in the capacity building field especially in supporting multi-stakeholder processes is desirable.
  • Knowledge and understanding of the political, social and economic context of Myanmar is required.
  • Ability to build strong and trusted relationships to assist in driving capacity development initiatives is valued.
  • Previous experience in a similar position with the United Nations, non-governmental organizations, civil society organizations or private sector is an asset.

c. Language Requirements

  • Full working knowledge in written and oral English and fluency in Myanmar language required.
  • Knowledge of another official UNOPS language is an asset.
