Purpose of the position

The position is based in Sittwe, Rakhine state. Under the direct supervision of the Area Coordinator and in close collaboration and coordination with the Programme Coordinator, Country Representative, the CCCM Coordinator will manage assigned projects and components thereof, including work planning, budgeting, leadership / mentoring, operational coordination with other partners, monitoring and reporting. The work largely involves overseeing LWF camp management programming in Rakhine State, but also includes country programme-level leadership, and project implementation as called upon and as workload allows.

The CCCM Coordinator is responsible for supervising and building the strengthen the capacity of the CCCM Officer, CRM Officer, Project Officer, Civil Engineer, Asst. DRR Officer, Site Management Officer, Asst. Data and Information Mgt. Officer, and Incentive Workers supporting IDPs and host communities to ensure coordinated and harmonised humanitarian responses for all IDPs in accordance with CCCM, NFIs and Shelter guidelines and standards, humanitarian principles and laws, UNHCR and LWF policies, approaches, and operational procedures.

He/She is responsible for the overall delivering of successful outcomes related to the camp coordination and camp management, shelters and fire safety including strengthening complaint and response mechanisms, coordination with operational partners, and government counter parts. In addition he/she will contribute to develop and update camp management guidelines and SoPs for the LWF Rakhine program.

Required Qualifications

Master’s Degree in Social Work, Human Rights Law, International Relations, Political Science, Development Studies, or related area. A Bachelor’s degree with extensive relevant experience may be considered.

Knowledge, skills and experience

Minimum 4 years of experience in similar positions with international NGOs or the UN.

Understanding and experience within the cultural and social context of Myanmar and/or elsewhere in the region.

Experience with camp coordination and camp management in insecure environments.

Demonstrated clear understanding and experience in using CCCM, shelter, NFI standards and guidelines integrating SPHERE and Core Humanitarian Standard including the Code of Conduct.

Ability to assess, design, and deliver trainings on camp management, humanitarian response, accountability, IASC standards, and rights-based empowerment tailored at building the capacity of national and IDP staff as well as duty-bearers and key stakeholders.

Experience of setting up and managing safe and effective complaints and feedback mechanisms and case referral systems that meet confidentiality standards.

Excellent communication skills.

Ability to formulate and implement a robust M&E system and write clear and evidence-based assessments and reports.

Team player, flexible, sensitive to colleagues, and with a strong capacity for coping with stressful situations without jeopardizing results.

Main duties

Project Management

Lead planning, implementation, and monitoring of CCCM, Shelter, NFIs and DRR activities in line with budgets and workplans agreed with funding partners.

Lead timely programme and budget reviews and provide practical solutions to address CCCM, Shelter, NFIs and DRR program needs in collaboration with project teams.

Responsible for preparation and submission of high-quality daily situational updates, weekly, monthly, and quarterly progress reports (narrative) with special focus on camp management for internal and external use.

Provide strategic direction, leadership, and overall technical and management assistance to integrated camp management programming, advising other sector programme design ensuring that all of LWF work contributes to camp management outcomes for at risk people as per funding partner and LWF strategic focus.

Work closely with CCCM, Shelter, NFIs cluster Coordinators, UNHCR, and contribute in formulating guidelines and SoPs.

Proposal preparation and planning

Carry-out integrated needs assessments in the project sites.

Prepare and revise proposals as required (UNHCR, MHF, LWF Related Agencies, and others).

Review Humanitarian Country Team (HCT) and CCCM, Shelter, NFIs cluster position papers and prepare the team to be in line with the position papers and programme.

Prepare plans to strengthen camp self-management in consultation with Camp Management Committees (CMC) in IDP camps, Site Management Committees (SMC) in new displacement sites, IDPs, Township/Village Administrators/ Government Authorities, UNHCR, Service providers, and staff.

Facilitate sectoral leaders (CCCM, CRM, Protection, DRR/Fire safety, Shelter/NFI, Information Management) to assess the sites and collect updated camp and site data and information to prepare plans and proposals.

Conduct monthly review of the plans with CCCM, CRM, DRR/Fire Safety, Engineering Team and Protection teams and revise and adjust plan as necessary.

Ensure that procurement plan for materials required to implement CCCM activities is submitted and the process is in line with the relevant procurement policies.

Share camp and new displacement sites data in agreed data sharing protocol.

Technical oversight of implementation

Ensure periodic integrated need assessment, and prepare camps improvement plans to implement in coordinated manner in order to improve access to services, and fostering recovery, resilience, and self-reliance of camp populations.

Ensure periodic update of households and population, shelter status and emergency preparedness plans to consolidate in cluster reports and facilitate responses.

Ensure that IDPs communities are aware of their rights, entitlements and services provisions for women, girls, PSNs, and children within the IDP population.

Ensure that implementation of all activities lead towards empowerment of the IDPs and host communities to cope with their situation and deal with stress internally, and through empowered access to services.

Ensure that all activities in camps and sites assigned to LWF for camp/site management are implemented in an integrated manner so that community-based management and protection is mainstreamed.

Conduct routine review of CoC and ToRs of CMC, Sub-Committee and Incentive Workers.

Coordinate with operational humanitarian agencies (UN, I/NGOs), and government and advise/advocate for efficient service delivery to the IDPs.

Update referral pathway of CCCM operational camps/sites as per the mandate in collaboration with CRM Team and coordination with UNHCR, UNFPA and other operational partners.

Design and implement life skill support activities for youths, single parent male and single parent female and other vulnerable groups in the IDP camps.

Assist to Area Coordinator in designing and implementing of specific support programs for People with Special Needs (PSN) in the IDP camps/sites

Capacity building and training

Conduct training need assessment for staff, volunteers, and community.

Consult and develop capacity development training packages and IEC materials for staff, and camp community.

Ensure that all the trainings respond to the needs of the concerned people and the appropriate standards such as SPHERE, CCCM, NFIs and Shelter Cluster standards, Core Humanitarian Standards (CHS), Do No Harm (DNH), Communication with Communities (CwC), etc., are adequately incorporated.

Design and facilitate trainings for Sittwe and camp-based staff.

Prepare Activity Description Guideline, orient to staffs and monitor based on plan in month basis to consolidate reports to submit UNHCR.

Focus on IDP and host community leadership and management skill development towards responsible and participatory self- management and rights based empowerment.

Ensure that training packages and activity guidelines for camp management are adjusted to the context and made available to use.

Provide staff with challenging assignments within their capacity and give them space to learn by doing

Coordination and networking

Map actors, set-up and strengthen operational collaboration with UNHCR and other partners to ensure coordinated and harmonised humanitarian response reducing overlaps.

Collect and consolidated camp management challenges and best practices to share in relevant forums.

Contribute to draft contextual CCCM, NFI and shelter strategies in coordination with other actors.

Work very closely with CCCM, NFIs and Shelters Clusters and focal points

Provide information and advice to other sectors to address the needs/gaps.

Actively contribute to CCCM/Shelter/NFI cluster meetings, CwCs, and other coordination meetings while professionally representing LWF.

Visit field frequently and establish close and trusting relationships with the camp leaders and the communities.

Be in regular contact with host ministry department/s in Sittwe.

Role model and mentor national staff in networking and coordination functions, empowering them to actively participate

Monitoring and evaluation

Support setup of project M&E plan and tracking systems, including timely and quality reports on CCCM, NFI, Shelters, DRR and infrastructure improvement areas within the programme framework.

In collaboration with M&E units, conduct satisfaction/feedback sessions with beneficiaries and community members on camp management on a quarterly basis and ensure lessons learnt incorporated into programming.

Ensure that monitoring is based on agreed format in Project Partnership Agreement (PPA)/programme document as well as result-based monitoring framework.

Conduct regular reflection learning workshop with team and prepare report of the lesson learned.

Plan and oversee the collection of photos, success stories, and publicity materials to demonstrate accountability to partners, give communities a voice, and to support resource mobilization, advocacy, and staff capacity-building efforts; ensure rights are upheld, including the effective use of informed consent.

Facilitate visits of donors, government officials, and consultants.
