The USAID-funded Good Governance Initiative project in Georgia Implemented by Tetra Tech International Development (www.tetratech.com/intdev) is currently accepting expressions of interest for an International Consultant on Business Continuity Management. This position will be located in the main office in Tbilisi, Georgia

The general objective of this assignment is to support the National Security Council Office (NSCO), Civil Service Bureau of Georgia (CSB), select public organization and municipality to strengthen resilience of Georgian Civil Service to emergencies and facilitate quick recovery of business functions after possible disruption.

The specific objective of the assignment is, in close coordination with the USAID GGI local consultant, to introduce the business continuity management model, by piloting it in the predetermined public organization and municipality; also develop separate templates of the business continuity management plans for the public organizations and municipalities along with relevant instructions on how to proceed at each stage.

Responsibilities:

The international Consultant, will closely cooperate with the USAID GGI’s local consultant, NSCO, CSB, MRDI, select public organization and municipality staff to perform the following main activities as GGI’s International Consultant on Business Continuity Management:

*In close coordination with stakeholders mentioned above, prepare a brief consultancy work plan to achieve the goals and objectives under the above scope of work

*Support USAID GGI’s local STTA in mapping public organizations and municipality considering their role in emergency response

*Analyze international best practices on business continuity plans; describe several real-life cases in the case study format, illustrating the specific challenges of business continuity management.

*Support USAID GGI’s local consultant to develop separate business continuity management plans (for select public organization and municipality) addressing key components of organizational capability, including human resources, technology and infrastructure.

*Support local STTA to develop templates for business continuity management plans (one for public origination and another for a municipality) along with specific instructions/guidelines on how to tailor a general plan to the specific needs of organization/municipality

*Jointly with the local STTA prepare a presentation of key findings of the desk/field research and analysis of international best practices and newly created business continuity management plans (at the central and local levels) along with templates and relevant instructions/guidelines.

*Support local STTA to prepare and hold two-day training on business continuity management model to representatives of NSCO, CSB, MRDI, select public organization and municipality and target organization(s).

*Jointly with local STTA prepare a Final Report in English for the GGI Staff.

Qualifications:

*Undergraduate degree required

*Past experience working on a similar project

*Experience working in Eastern Europe or Georgia
