The Level 3 Scale-up for Ukraine was activated effective 5 March 2022, for an initial period of six months.  With the activation of the procedure, UNICEF has adopted a no-regrets approach in view of the complex situation and increasing humanitarian needs, to ensure that UNICEF continues to provide life-saving responses for the children and women in Ukraine in line with the CCCs.

The intense escalation of armed violence following the hostilities started on 24 February 2022 in Ukraine has resulted in a dire humanitarian crisis. Characterized by the mass movement of populations throughout the country and to the neighbouring countries and a growing number of causalities, the conflict is impacting all dimensions of life: impeding access to basic services, disrupting economic activities and livelihoods, and destroying essential public infrastructure – including schools, hospitals, bridges, water and sanitation facilities, and residential buildings. The conflict is a crisis for children, with risks to their lives and well-being growing daily.

This conflict, on top of the devastating socio-economic consequences of the COVID-19 pandemic and the military escalation in 2014, is leading to widespread poverty and further increasing humanitarian needs across the country. Displacement has torn apart families, with children and women displaced from their homes as they flee the violence. Even before the latest escalation of violence, 2.9 million people required humanitarian support in the conflict-affected oblasts. According to OCHA, roughly 18 million people have been affected by the current conflict, of whom over 3.2 million are children (UNICEF HAC). With livelihoods cut short and needs piling up, 67 per cent of the total affected population need urgent humanitarian assistance.

In response, UNICEF has already mobilized organization-wide support. However, the deteriorating situation and complex operating environment requires strengthened capacity and sustained efforts to further expand our presence and work in those parts of the country that can be safely accessed, to strengthen our cluster and overall humanitarian leadership, and to continue scaling-up our humanitarian action, with priority focus on child protection, health, WASH, nutrition, learning, cash interventions and social protection efforts.  UNICEF is also coordinating with refugee hosting countries to prepare and respond to the humanitarian needs emerging from population movements.

How can you make a difference?

PURPOSE

The Business Analyst (Cash Transfers) will be responsible to uphold UNICEF Data Protection Policy while delivering timely beneficiary data management services to Ukraine Social Policy programmes.

KEY RESPONSIBILITIES 

Under the direct supervision of the HCT lead/chief of social policy the beneficiary data specialist will:

Personal Data Services Management Provide guidance and oversight for the adequate use of HOPE for UNICEF and partners Escalate to management risks related to personal data management Ensure quality of data analysis, reporting, third-party monitoring, grievance redressal and observance of data protection standards Provide oversight of personal data management for efficient and effective delivery of individual payments / cash transfers Coordinate with interagency counterparts’ data interoperability initiatives Data Management representation function Coordinate with HQ HOPE team on prioritized support Represent data management function with external stakeholders, including the Government of Ukraine Where relevant, expedient and feasible, offer the Data Team’s services to relevant government ministries, eliciting requirements and managing project delivery Represent Personal Data Management function within UCO Represent Data Management function in donor briefings Reporting and Third-Party Monitoring Provide technical oversight on the ToRs of the Third-Party Monitoring, assessment of technical proposal based on agreed criteria, and selection of the third party for verification of existing payees’ lists Draft Process and output monitoring report based on data available in HOPE and TPM sources Support UCO section in drafting programme monitoring report when required Data Protection Standards Ensure that Personal Data management workstream is aligned with UNICEF Data Protection Policy Coordinate with HQ technical counterparts to ensure: Data Protection Impact Assessments (DPIA) are carried out with appropriate frequency on supported programmes UNICEF partners are trained on Data Protection and Responsible Data for Children principles UNICEF CSO and private sector partners comply with relevant data protection legal tools such as Non-Disclosure Agreements Timely implementation of DPIA recommendations Ensure timely arrangement and signature of Non-Disclosure Agreements (NDAs) with UNICEF’s implementing partners, financial service providers and other entities who will require access to personally identifiable information on UNICEF beneficiaries Data Processing and Analysis Ensure appropriate data cleansing and consolidation routines are in place and continually monitor their implementation to ensure beneficiary data is of the highest possible quality before importing it into corporate beneficiary data management systems, e.g., HOPE Analyse relevant data sources for all stages of the cash transfer implementation process from registration to reconciliation for their potential to be related to each other and synthesised, ensuring that available data is utilised in the fullest possible way to optimise programme implementation and monitoring and enable adaptive programming Draw up and maintain business requirements and roadmaps for corporate solutions and document locally developed routines and SOPs linking corporate systems Data Team supervision Supervise a national officer data analyst, and potentially a team of data and digital solution specialists within the Social Policy section Create a positive team environment with national officer and partners working on the HCT data workstream Support a positive development of colleagues under the position of supervision

MINIMUM REQUIREMENTS

At least 5 or more years of relevant professional experience with continually increasing levels of responsibility; Proven experience with e-Government architectures and Service Oriented Architectures within large scale implementations; Experience working in multidisciplinary teams towards assessing issues from a technical and business perspective while considering the regulatory and political landscape; Experience in implementing humanitarian cash transfer programmes would be considered a strong asset; Proven track record in organising, conducting and documenting the outputs of requirements elicitation workshops using a human-centred design approach; Use case/User Story writing: Experience of using formal requirements analysis techniques and methodologies; Experience of requirements gathering techniques, analysing business requirements and translating to functional requirements; Fully proficient in business analysis for agile software development projects; Working knowledge of logical database modelling; Ability to focus on delivering results in a dynamic environment with aggressive deadlines and multiple priorities; Familiarity with using JIRA and performing database queries; Understanding of the complexity of the institutional landscape of central, regional and local governments would be considered a plus; Fluency in English as a working language. Knowledge of Ukrainian or Russian would be considered an asset.

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. This position is based in Kyiv and the incumbent will be expected to work on-site. However, depending on the security conditions and advisory, s/he will be required to relocate within Ukraine.
