KEY RESPONSIBILITIES

To provide technical support for efficient planning, monitoring and analysis of project financial performance to enhance optimal use of financial resources.

The Budget and Programming Assistant reports to the Budget and Programming Officer.

Within delegation authority, the Budget and Programming Assistant will be responsible for the following duties (not all-inclusive):
• Contributes to the review of budget plans, monitoring and analysis of project financial performance and make recommendations in compliance with WFP financial policies and procedures and best practices to support financial analysis and optimization of resources.
• Be responsible for performing technical steps in WFP corporate systems from entering to releasing of the data and ensure accurate data captured in the corporate systems within the established deadlines, to enable easy access to information and support planning and decision-making.
• Provides support in compiling data and basic analysis on fund and grant balances, to ensure the maximum fund utilization and decision-making process.
• Contributes to pipeline management facilitating efficient monitoring to prevent and address pipeline breaks and maximize operational effectiveness i.e. ensure a timely submission of pipeline report, review basic pipeline data, consolidate a pipeline information of all operations in the region, for further decision-making.
• Compiles data and provide basic analysis, maintain accurate records and files, and prepare periodic and ad hoc reports for further reviews, to support accuracy and efficiency of information presented to internal and external stakeholders.
• Maintains communication with a number of individuals regarding project funds management matters and related processes to clarify any discrepancies and optimize use of funds.
• Provides guidance and on-the-job training to other staff in budget planning, fund management and operational planning, to support continued development and consistency in services delivered.
• Performs other related duties as required.

MINIMUM QUALIFICATIONS

EDUCATION

• Completion of secondary school education is required. University degree in Finance, Accounting, Supply Chain/Project Management, or related functional area is desirable.

WORK EXPERIENCE

• Four or more years of responsible work experience in managing/assisting the preparation of complex financial documents, budget analyses or pipeline management.
• Proficiency in MS Office skills in Excel and Power Point

KNOWLEDGE AND SKILLS

• Self-motivated and proactive, able to work with a high degree of autonomy
• Strong analytical abilities, both quantitative and qualitative; ability to leverage analytical skills into advanced data models and tools.
• Ability to produce high-quality financial reports, including graphically based PowerPoint presentations as well as text documents
• Strong time management skills with an ability to plan, anticipate requirements, problems and obstacles, and an ability to juggle competing priorities successfully, and to work to tight deadlines
• Good interpersonal and communication skills, ability to perform in a multifunctional team setting
• Fully committed and motivated to achieve the aims of the World Food Programme

LANGUAGE
• Proficiency in both oral and written communication skills in English
