DRC is looking for an experienced Base Manager who is responsible for overseeing all activities in Azraq camp and town, including adherence to DRC Jordan technical standards. S/he manages both program and support staff and ensures smooth coordination between all units. S/he will be DRC’s representative for all partners and authorities within the base and ensure collaboration with all relevant stakeholders.

About the job

The individual will report directly to Area Manager / North. Your main duties and responsibilities will be:

Project Management:

· Ensure project cycle management principles and practices are carefully applied in area of responsibility.

· Develop clear work plans in order to contribute to project deliverables; and communicate to team members; in collaboration with area manager and technical leads

· Identify potential risks and challenges in a timely fashion, and propose mitigation actions as needed;

· Oversee and ensure MEAL activities are conducted as per plans, ensure findings are disseminated to team members, and plans are adapt based on findings and recommendations.

· Plan and conduct localized project kick-off and review meetings with respective team.

· Monitor monthly budget consumption and highlight any under/over spending in a timely manner;

· Contribute to and develop monthly reports to communicate program progress against commitments.

· Contribute to program development by identifying potential needs and gaps in service within the respective area and provide the needed inputs in proposal process.

Team management and Internal Coordination:

· Provide all necessary support, technical assistance and oversight to the Azraq team;

· Mentor and support team members through regular meetings and performance appraisals;

· Represent Azraq base in all relevant internal meetings.

· Ensure safety and security standards established by DRC are adhered to within the respective team.

· Ensure respect of DRC Code of Conduct and established feedback and complaint mechanism within respective team.

Base Management and coordination:

· Ensure proper engagement and understanding of local context, in order to understand needs and plan future programming accordingly.

· Supervise finance, administrative, HR, and logistics functions and ensure full application of policies in Azraq camp in coordination with the Area Manager and Amman-based technical leads

· Ensure coordination with other base managers and area manager.

· Ensure implementation of DRC area-based approach.

Representation

· Act as main representative of DRC Jordan in Azraq base (camp and town) and proactively coordinate with camp actors and authorities to reinforce DRC’s reputation in the camp; including attendance of different coordination meetings.

· Setup regular meetings with UNHCR camp manager, SRAD and other stakeholders to ensure smooth and timely communication and coordination.

· Identify potential partnership and collaboration opportunities within the area of responsibility to improve quality of services;

· Facilitate donor and external visits as requested.

· Take an active role in supporting and identifying advocacy needs in relation to area of responsibility; flag needs and gaps to area manager.

· Carry out other activities as requested by the Area Manager.

About you

Required / Desirable

· Bachelor’s degree in management, social science, humanitarian assistance, law or any other relevant field

· At least five years proven and successful track record of management experience in the humanitarian/development sector;

· Proven experience in project and program management;

· Experience in managing large teams.

· Experience with budgeting, financial reporting and payments;

· Experience with project cycle management and project management tools such as logical frameworks, work plans, and monitoring plans.

· High integrity and willingness to conduct her/himself transparently and open to constructive feedback.

· Computer and IT proficiency, including mobile data collection.

· Previous experience working in a camp setting

· Ability to communicate technical information in an easy to understand, informative and collaborative manner

· Good knowledge of the Core Humanitarian Standards or other accountability measures/standards

· Full professional proficiency in Arabic and English
