ORGANIZATIONAL CONTEXT

These jobs are likely to be found in Headquarters (HQ) or Regional Offices, and job holders report to the Chief of the Aviation Safety Unit.

JOB PURPOSE

To provide technical support to the Chief of the Aviation Safety Unit to ensure oversight over safety management processes and their effective implementation in the field to enable safe and efficient WFP air transport services.

KEY ACCOUNTABILITIES (not all-inclusive)

Monitor the effectiveness of the Aviation Safety Program in the region to ensure compliance with the established standards and regulations supporting safe air transport operations. Perform accurate and timely analysis of safety events, analyze evaluation observations, and formulate solid recommendations for corrective actions to ensure compliance with the applicable standards and regulations. Efficiently implement and maintain the aviation safety information system and ensure collaboration and accurate information exchange in the region. Identify aviation safety risks and ensure that accurate reporting and internal quality control systems are in place, and that all relevant records are efficiently maintained. Manage, coordinate and promote aviation safety in the region, including implementation of Aviation Field Operation Safety Program. Provide advice and support to aviation staff in other offices including active and timely dissemination of necessary information. Build productive professional relationships with stakeholders, including WFP AFOs and senior managers, other UN agencies, Air Operator Certificate Holders, professional aviation organizations and regulatory bodies. Deliver safety trainings and/or seminars to achieve higher working standards. Effectively manage staff including active participation in planning and assessing staff performance and development. Take responsibility for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men. Other as required.

REQUIREMENTS AND KEY QUALIFICATIONS

EDUCATION:

First University degree in Aeronautics, Aviation Engineering or Airport
Management, Air Transport Management, Aviation Quality Assurance or other relevant field. Training and knowledge of aviation is an essential qualification, preferably with airline pilot licence, commercial pilot licence, engineering licence, or air traffic controller’s licence.

EXPERIENCE:

Typically, ten (10) years or more of progressively responsible professional postgraduate experience in commercial aviation, out of which at least three or more years of experience is with safety or quality assurance programs. Job-related experience in working in the field of commercial aviation. Preferably that at least two years or more closely related to humanitarian air operations or food aid-related work. Demonstrated leadership in safety or quality assurance programs.

LANGUAGE:

Fluency (level C) in the English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (A WFP’s working language

Broad specialized knowledge of the principles and practices related to aviation safety and assurance programs. In-depth knowledge of occurrence reporting systems at the operational level. Knowledge of Aircraft Accident Investigation. Ability to plan, design, and deliver training programs. Excellent communication and negotiation skills with a broad range of audiences and ability to influence senior managers. Ability to manage, develop, and coach staff. Knowledge of UN/WFP-specific processes and systems.

TERMS AND CONDITIONS

This is an International Professional position and is open to all nationalities. Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed-term as well as a rotational contract with a probationary period of one year.
