This position is located in the Conference Support Section (CSS), Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC), in Vienna, Austria. The Associate Legal Officer will work under the direct supervision and substantive guidance of a Crime Prevention and Criminal Justice Officer and the overall supervision of the Chief, CSS/OCB/DTA.

The incumbent will provide legal support and/or assistance in backstopping, coordinating and monitoring the implementation of projects and activities under UNODC “Global Programme on Implementing the Organized Crime Convention: From Theory to Practice”, with a focus on the implementation of the United Nations Convention against Transnational Organized Crime (UNTOC) in combating crimes that affect the environment.

Within assigned authority, the Associate Legal Officer will perform the following specific duties:

• Assist in the development and dissemination of tools, such as legislative guides, related to preventing and combating crimes that affect the environment.;
• Support the organization, coordination and facilitation of regional and national workshops on UNODC legislative guides on crimes that affect the environment. This includes to identify and liaise with participants and experts, prepare documents and presentations, assist with logistical matters etc.
• Assist in liaising with relevant parties, such as ministries, agencies, international and regional organizations, civil society organizations and other relevant stakeholders, to support the development and implementation of tools, such as legislative guides.;
• Participate in and conduct field missions, as well as preparing mission reports and defining appropriate follow-up activities.
• Coordinate with relevant UNODC sections in headquarters and in the field to ensure that proper substantive legal expertise is provided in the implementation of the Global Programme and provide substantive expertise.
• Contribute to the further development and dissemination of the in-house knowledge management portal (SHERLOC), with a specific focus on legislation, strategies and case law on crimes that affect the environment.
• Compile background information and documentation on the implementation of resolutions and international treaties, with a special focus on UNTOC, as appropriate.
• Prepare written outputs, e.g. draft background paper, presentations, analysis, sections of reports and studies, inputs to publications, etc.

Advanced university degree (Master’s degree or equivalent) in law, criminal justice, or related field is required.

A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A first-level university degree and no experience will be accepted for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Work Experience

A minimum of two years of professional work experience in the field of crime prevention and criminal justice and/or on environment issues OR the successful completion of the Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required.

Experience in dealing with issues related to crimes that affect the environment is desirable.

Experience in legal analysis is desirable.

Experience in knowledge management is desirable.

Experience in servicing inter-governmental meetings is desirable.

Work experience within the United Nations System and/or similar international organization is desirable. Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in English is required. Knowledge of another United Nations official language is an advantage. Assessment
