Job Summary:

The incumbent will be responsible for assisting with financial management, including risk mitigation, general administrative processes, financial management, sub-award management, accounting, and logistics. They will ensure compliance with FHI 360 and USAID financial and accounting procedures, rules, and regulations and work with various teams to create or strengthen existing tools/dashboards for effective risk mitigation and financial planning. The Associate Director will assist in overseeing administrative procedures for projects and ensure program actions comply with USG and FHI 360 regulations, including subaward management, procurement, travel, and other administrative policies.

Key Responsibilities:

  • Assist in budget development and financial reporting, monitor program expenditures, and maintain financial filing systems.
  • Assist in sub-award management, monitoring, and compliance and will provide capacity development and technical support to sub-awardees to strengthen their grant management systems and ensure robust management of sub-agreements
  • Conduct revenue forecasting and regular, accurate financial pipeline analyses and prepare monthly financial reports for internal analysis and tracking purposes, to be reviewed with the Director of Financial Management and Operations, Project, and other relevant FHI 360 staff members
  • Review all payment requests and the appropriateness, accuracy, completeness, and proper coding of all expenditures according to FHI360 policies.
  • Post transactions in the FHI360 financial accounting system.
  • Work with Business Services at HQ to maintain legal status in the country (registration/renewals), meet statutory reporting requirements, and mitigate any legal risks (leases, contracts, etc.)
  • Provide guidance, monitoring, and support to project team, including procurement of goods and services, logistical support for local and international travel (including expense reports) for staff and consultants, contracts development and management, and maintenance of office inventory.
  • Assist in liaising with internal and external auditors to review project financial management
  • Work closely with the Director of Financial Management and Operations and EpiC Project Director in Malawi and Headquarters staff to monitor and ensure the project's financial health and to prepare internal and external reports and deliverables.
  • Ensure that all office operational functions (\"enterprise services\") are effectively coordinated. This includes finance and accounting, administrative support, contracts and grants (C&G), and ICT functions.

    Education and Experience:

    • Master's degree in financial management, Business Administration, Finance, Accounting, or other relevant fields, or a Bachelor's or certified accounting degree with seven years of experience;
    • Certified Public Accountant (CPA) ACCA, ACA, ICAN, CIMA, CFE, or any other relevant professional certification/qualification is preferred.
    • Seven years of accounting, operations, and financial management of large-scale, international development assistance programs;
    • Five years of relevant experience with financial analysis, financial reporting, cash flow analysis, budget development, and forecasting, preferably on international health projects;
    • Demonstrated experience with USG cost principles, including PEPFAR regulations, GAAP accounting rules, and grants contract management; including prime award and subaward management
    • Demonstrated experience and skills in developing and managing large budgets.
    • Demonstrated experience overseeing month-end close-out tasks, cash requests, labor, and shared cost allocation.
    • Experience developing and/or implementing finance and accounting policies, procedures, and systems;
    • Experience developing and/or implementing office administrative policies, procedures, and systems.
