Role and Responsibilities:

This is a generalist function where the incumbent will provide support to minimum two main responsibilities listed below:

Ensuring the accurate tenure of the CMRE payroll and pension which include: calculating and validating overtime and other payments, preparing the relevant documents and data to ensure the delivery of emoluments and pension through Shared Services, reimbursing taxes to national authorities, producing statistics and reports, explaining clearly the entitlements and allowances allowed as per the Civilian Personnel Regulations to new staff members and staff members where status has changed.

Ensuring the accurate tenure of the NATO Group Insurance Policy which include:  ensuring that the provisions of the NATO Group Insurance Policy are correctly applied to active and non-active staff, coordinating all aspects of the daily activities associated with the policies, providing assistance related to general queries related to insurance entitlements.

Assisting in the delivery of recruitment and selection activities which include: assisting the hiring managers in the preparation of advertisements, disseminating vacancy announcements, receiving and processing applications, organizing testing, coordinating travel and accommodation for shortlisted campaigns, drafting letters, reports and notices, maintaining a system to control and monitor recruitment campaigns.

Assisting in the delivery of training and performance management activities which include: assisting in conducting employee’s skill evaluation, helping line managers to organize specific training for their departments, searching for external training providers according to the requests, making administrative arrangements related to training sessions, answering general queries related to performance management system and timelines, maintaining a system to control and monitor training and performance management related information, drafting reports, letters and notices.

Assisting in the delivery of contract, leave and record administration: preparing contracts, following up renewals, confirming probationary periods, preparing contract recommendations, monitoring security clearance status, administering requests for temporary staff, consultants and interns, updating personnel files, maintaining and validating timesheets, recording leave, answering general queries related to contracts and leave entitlements, ensuring that personnel files are kept up-to-date, archiving HR records and data (both in hard copy and electronic format). 

The incumbent may be called upon to perform like duties elsewhere in the organization.

He/she should be able to work under pressure and is expected to maintain the highest level of integrity, be objective and impartial, keep the best interests of NATO in mind, and avoid even the slightest appearance of acting in the interests of personal gain. 

Flexibility, tact, judgment, discretion, adaptability, accuracy and attention to detail are essential.

Requirements:

Education:

Higher Secondary education and completed higher vocational training in administrative or financial field.

Experience:

Minimum of 5 years of post-related experience.

Be proficient in various software packages, in particular the Microsoft Office suite or similar.

Assets:

Higher Secondary education and completed higher vocational training in human resources/personnel administration.

Minimum of 3 years professional working experience in the administrative and/or financial field with at least 3 years of working experience in Human Resources.

Language Skills:

A thorough knowledge of one of the two NATO languages, both written and spoken, is essential and some knowledge of the other is desirable.

NOTE:  Most of the work of CMRE is conducted in the English language.

Work environment:

The work is normally performed in a typical Office environment. Normal Working Conditions apply. The incumbent may be required to undertake TDY assignments within and outside NATO boundaries. The risk of injury is categorized as: Light Risk.

Flexibility Clause:

The incumbent may be required to perform other related duties even in other parts of the organization as directed.

All other related duties should correspond with the required competencies for the job.
