        Presentation of the Red Cross

        The French Red Cross (FRC) has been operational in CAR since 2004. In partnership with the national host society, the Central African Red Cross (CAR), the FRC is mainly involved in the following areas - Healthcare provision: initial and ongoing paramedical training, strengthening health systems, combating communicable (HIV, tuberculosis, etc) and non-communicable (malnutrition) diseases, maternal, newborn and child health, community health, psychosocial support. - Public health: access to safe water and sanitation, hygiene promotion, waste management, food security, agricultural development and livestock. - Ad hoc crisis management, according to needs on the ground: emergency response to crises and recovery (population displacement, etc.).

        The strategy of the CRF in the Central African Republic consists, in partnership with the Central African RC, of contributing to reducing the structural causes of the vulnerabilities of the populations of Bangui and Mambéré Kadeï, and of responding to the specific needs linked to the crises via the development of integrated interventions responding to the essential needs of the populations, while ensuring technical assistance to the authorities in the field of the fight against HIV/AIDS and TB.

        Position Objective To support the Administrative and Financial Officer to ensure the proper financial and accounting management of the operational management unit of the Global Fund programme in CAR.

        Missions : - To ensure the good administrative management of the UOP; - Contribute to the sound financial management of the FM grant; - Participate in the preparation of the FM financial reports; - Ensure proper accounting management of expenses incurred by the PR and the Ministry of Health (MOH); - Manage his/her team effectively to achieve the objectives set for the smooth running of the FM programme.

        Hierarchical and functional links:

        Hierarchical: - Works under the direct responsibility of the Administrative and Financial Manager of the FM grant. - Directly supervises a cashier, an accountant and two management assistants.

        Functional : - Collaborates internally with the UOP programme team and logistics team. - Collaborates externally with the Ministry of Health (DLMT, COVID Coordination), implementing partners and the Global Fund country team.

        Candidate profile Technical competence - Level of education: University degree (at least Bac+ 3) in financial management and accounting.

        Experience required - Minimum of 2 years experience in accounting, financial and administrative management in an NGO.

        Specificity - Have a good working knowledge of the disbursement procedures and financial management systems of the main donors, in particular the Global Fund; - Have a good knowledge of computer tools and a thorough knowledge of the different software and browsers (World, Excel, Power point and Saga, ...). - Ability to work in a team and under pressure. - Have a spirit of initiative, flexibility and adaptability. - With an ability to work in collaboration with government partners.

        - Ability to work with civil society organisations. - Good command of French. - Knowledge of English.
