ROLES AND RESPONSIBILITIES

Based in Hong Kong and reporting to the Director for Hong Kong, the Assistant Director/ Programs Manager will oversee the design and execution of projects undertaken by the Hong Kong office. He or she will manage a team of legal officers and program staff, and work with them to ensure that the Hong Kong program remains relevant to local stakeholders and aligns with PILnet’s vision. The Assistant Director/Programs Manager will also work closely with the rest of the PILnet team and other colleagues across PILnet’s offices to design and implement cross-border strategies and projects.

Under the supervision of the Director for Hong Kong, the Assistant Director/Programs Manager will apply his or her technical skills, education and experience to:

• Draft work plans, and task lists related to the design and implementation of projects;

• Ensure the successful and timely implementation of all projects run from PILnet’s Hong Kong office in accordance with the relevant grants;

• Manage activities aimed at developing pro bono within law firms in Hong Kong and Asia;

• Coordinate the Hong Kong Pro Bono Roundtable;

• Manage and collaborate with a team of legal officers, program officers, fellows and a Programs and Administration Assistant, to provide guidance, input and feedback;

• Support the team’s monitoring and evaluation processes;

• Provide support to the Director for Hong Kong and the Development Team in writing grant proposals, financial reports, donor reports, and other reports as necessary;

• Ensure program operations and activities adhere to legal guidelines and internal policies;

• Work closely with the Director for Hong Kong to build partnerships with local stakeholders, including other public interest law organizations, government, corporations and universities;

• Keep abreast of public interest law developments relevant to Hong Kong; and

• Other tasks as requested by the Director for Hong Kong.

QUALIFICATIONS

• Undergraduate degree in law, political science, international relations, public administration or related field. Preference will be given to applicants with a law degree.

• Fluency in written and spoken English. Proficiency in spoken and written Chinese (Cantonese) is highly desirable.

• Minimum 5 years of relevant work experience, preferably in the legal nonprofit or public interest law field, and/or a graduate degree in a relevant field in combination with relevant experience.

• Strong interest in public interest law, social justice and human rights.

• Project management experience and a record of delivering projects on time and to budget.

• Proactive, creative and opportunity-driven mindset.

• Excellent organizational and leadership skills, including the ability to set and execute multiple projects simultaneously.

• Ability to work well under pressure and manage competing priorities whilst maintaining a professional approach.

• Excellent written and oral communication skills, demonstrated by the ability to present effectively and persuasively.

• Excellent people skills, including networking, organizing, negotiating, and inspiring.

• Strong ability to delegate tasks effectively and mentor program staff, fellows and interns.

• Working knowledge of performance evaluation techniques and key metrics.

• Proficient in Microsoft Suite (Excel, Outlook, Access, etc.) and Google Apps.
