1. SUMMARY   The Defence Investment (DI) Division is responsible for facilitating the development and adoption of cutting-edge, innovative and interoperable capabilities, critical to ensuring the Alliance’s ability to undertake the full spectrum of missions and operations. Key lines of effort include:

  • leading the development of major complex capability programmes in the land, maritime, air and space domains - including on Air and Missile Defence, Alliance Future Surveillance and Control capability (follow on to AWACS), Air Command and Control (Air C2), Joint Intelligence Surveillance and Reconnaissance (JISR) assets and other critical Consultation, Command & Control (C3) networks – and in doing so addressing all policy, political-military, technical and practical aspects;
  • leading NATO’s policy and engagements in the aviation domain; ·       pursuing interoperability through prioritised standardization efforts, developing with Allies new approaches to operational challenges, supported by a commitment to operational experimentation and innovation; ·       maintaining the Alliance’s technological edge through exploring and driving adoption of emerging and disruptive technologies, with a particular focus on autonomous systems; ·       facilitating multinational cooperation in capability development through a series of specific initiatives tackling critical capability requirements; ·       understanding, adapting to, and pro-actively addressing climate change; ·       informing and responding to the Alliance’s evolving capability needs through the NATO Defence Planning;
    • providing oversight to NATO Agencies involved in capability development and delivery (in particular NATO Communication and Information Agency and NATO Support and Procurement Agency) ·        working with a range of key stakeholders within NATO including the Strategic Commands and externally with NATO Partners and relevant international and regional organisations including the EU, as well as with industry and academia.      The Strategy Directorate is responsible for providing overall coherence of capability deliverables through policies, plans and links with external stakeholders. The Directorate supports the Conference of National Armaments Directors (CNAD), the senior North Atlantic Council (NAC) body responsible for the promotion of armaments cooperation in the Alliance. Within the Strategy Directorate, the Capability Delivery Section (CDS) focuses on the delivery of NATO capabilities in the multinational NATO environment working with external governmental, military and industrial stakeholders. The incumbent  carries out the duties of Assistant for the Capability Delivery Section. S/he is responsible to handle efficiently duties of an administrative, financial and organisational nature in support of the Capability Delivery Section and committees supported by the section. In particular, the incumbent manages the flow of tasks and information within the section such as processing all incoming and outgoing documents or correspondence, ensuring the timely meeting of deadlines and maintaining well-structured files, arranging duty travels, maintaining the section’s budgets,  as well as an effective tracking of pending actions within the section. S/he administers, maintains and updates community based content web portals relevant to the section and supported committees. S/he ensures proper formatting of documents using standard NATO software packages and applying NATO policies. S/he covers the duties of other assistants during temporary absence.   2. QUALIFICATIONS AND EXPERIENCE   ESSENTIAL The incumbent must:
      • have a good general education at least to a higher secondary level;
      • have at least 4 years’ experience of administrative and/or organisational duties;
      • have knowledge of software applications, in particular office tools (ideally MS Office), collaborative tools, web based portals and community based content management systems (e.g. MS SharePoint);
      • possess experience in organising meetings / conferences;
      • possess knowledge of, and experience in budgeting/accountancy;
      • have good professional drafting and editing skills in at least one of the official NATO languages;
      • possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; II (“Elementary”) in the other;
      • be flexible to work outside normal office hours, when requested.   DESIRABLE The following would be considered an advantage:
        • have a higher education in business or finance administration;
        • have experience of an Enterprise Resource Planning (ERP) toolset  (ideally Oracle e-business suite);
        • have experience in Microsoft SharePoint at administrator level;
        • have working experience in an international organisation.   3. MAIN ACCOUNTABILITIES   Information Management Administer the Section Head’s schedule. Answer enquiries and incoming calls. Draft memoranda and cover letters to documents. Type and format all kinds of documents, using the standard software packages used by NATO (Word, Excel, PowerPoint); ensuring compliance with NATO templates and formats. Assist in the preparation for and conduct of meetings as necessary, including the preparation of routine correspondence and taking minutes. Oversee the paper flow into and out of the office including retrieving and organising correspondence/documents (including classified information) and arranging for the formal distribution of all official CNAD documents. Maintain an effective follow-up and/or reminder system for pending actions within the Section.   Planning and Execution Assist with the section’s day-to-day administration and of supported committees’ activities. Arrange meetings and handle related details, such as necessary travel arrangement s and mission coordination, as well as co-ordination of leave plans. Organise own workload to ensure the accurate and timely execution of duties.      Knowledge Management Collect, categorize, and track relevant information required for various tasks and projects. Update supported committee related information in the NATO Committee Database and DI SharePoint sites. Maintain well-structured paper and electronic filing systems.   Stakeholder Management Liaise with other sections, the offices of the Directors, the Assistant Secretary General for Defence Investment, and other points of contact within the Division to ensure efficiency in daily management of workload and processes. Be the point of contact for initial requests of various nature. Maintain all databases of internal and external contacts, in particular for the committees supported by the section.   Organisational Efficiencies Provide constructive suggestions to improve office procedures. Find ways to be faster, better and more effective in managing information and using office tools.      Expertise Development Proactively develop skills in areas such as planning and organising, new technology, languages, budget handling, and effective communication. Liaise with other Assistants to leverage knowledge.   Financial Management
