INTRODUCTION AND CONTEXT

IsraAID Colombia is looking for an experienced and eager area manager to lead the implementation of our programs and provide leadership to our team in Barranquilla and in the Caribbean region. The position must be based in Barranquilla, where IsraAID Colombia main offices are located.

IsraAID, founded in 2001, is a non-profit, non-governmental organization committed to providing life-saving disaster relief and long-term support. For almost two decades, our teams of professional medics, search & rescue squads, post-trauma experts and community mobilizers, have been first on the front lines of nearly every major humanitarian response in the 21st century. Our mission is to efficiently support and meet the changing needs of populations as they strive to move from crisis to reconstruction/rehabilitation, and eventually, to sustainable living.

IsraAID launched its operation in Colombia in May 2019 with the aim of responding to the Venezuelan refugee and migrant crisis. In the actuality IsraAID operates in (3) main sectors of interventions: 1) education and protection for mixed migrants and host communities; 2) livelihood and 3) water hygiene and sanitation.

In the Caribbean region (Barranquilla, Soledad, and Cartagena), IsraAID operates a child protection and education program providing emotional and psychosocial support, academic leveling of competencies, and integral attention in health, nutrition, and protection for approximately (400) out of school children from vulnerable mixed migrants’ communities.

Additionally, the organization aims at supporting the provision of capacity-building trainings on PSS and PFA to a range of educational personnel within the region, service providers and further strengthening the capacities of community leaders and grassroots organizations thus ensuring a holistic response to the multiple emergencies at hand. In Barranquilla, IsraAID also implements a

livelihoods program combining a strong protection mainstreaming, targeting mixed migrants and host communities. Our livelihood program consists of two main routes: one for job insertion of the beneficiaries in the labor market; a second for micro business strengthening and seed funding to entrepreneurs. In the sector of WASH, the organization is currently piloting an innovative program in association with local partners and public authorities aiming at providing sustainable access to potable water, capacity building, and sensibilization in hygiene practices for two communities located in the surroundings of Riohacha (La Guajira) and Cartagena.

KEY RESPONSIBILITIES

A. Area Strategy, Positioning and Leadership

  1. Context: Ensure IsraAID is up to date with the understanding of the Area’s socio-economic situation, trends, needs and gaps.

  2. Analyze and identify who is active and operating in the area, type of activities and services being delivered in order to position and represent the organization in key interinstitutional spaces such as the regional GIFMM and other humanitarian clusters.

  3. Strategy development: Take part in developing IsraAID’s country strategy through contribution to the Area needs, as well as, implementing the country strategy as applicable to the Area offices and operations.

  4. Provide leadership in the development and implementation of IsraAID’s programming at Area level in line with the country’s strategic plan and develop sound methodological and technical support to ensure use of participatory methodologies, human rights, and social inclusion frameworks.

  5. Network, positioning and representation: Identify, reach out and create collaboration and partnerships at the Area level in line with the country’s vision.

  6. Participate and represent IsraAID in task forces, coordination meetings and conferences. 7. Oversee the dissemination of IsraAID’s mission and core values and principles at Area level.

  7. Promote IsraAID’s organizational identity, culture, and capacity to all stakeholders and partners in Colombia and ensure IsraAID remains relevant to the changing humanitarian and development needs in the region.

B. Project Management

  1. Supervise Project Managers/ Coordinators in the implementation of high-quality programming in line with the IsraAID’s principle and approach, as well as, local context, ensuring the use of participatory methodologies, human rights, and social inclusion frameworks.

  2. Create collaborative environments with partners in line with the country’s vision as academies, international platforms, grassroots organizations and communities. 3. Ensure quality and timely execution of programs while adhering to quality program standards, guidelines, and ethical standards; while capitalizing on country, regional and global programmatic resources.

  3. Ensure the application of field-based MEAL systems and plans are set for each project and that any gaps or weaknesses within the programs are addressed in an immediate and effective manner while considering the specification of the project and local context.

  4. Ensure that key humanitarian principles are mainstreamed within programs. 6. Implement on-going monitoring and evaluation to IsraAID Colombia programs and existing projects, including reviews, evaluations, and follow up on the implementation of evaluation findings.

  5. Ensure all relevant project information is up to date and available for reporting purposes.

C. Internal Management and Staff Development

  1. Supervise and mentor the mission’s staff in a strategic, participatory way, following an asset based team management methodology.

  2. Supported by the Country Director, maintain effective and appropriate staff recruitment, orientation, appraisal, remuneration, and development practice at all levels to ensure the optimum development of IsraAID’s human resources.

  3. Provide coaching and mentoring advice to staff when necessary and lead initiatives to develop staff capacity.

  4. Ensure that all staff members understand and are able to perform their roles and responsibilities and linked where appropriate to the Capital office.

D. Funding and Grants Management

  1. Follow up on networks and partnerships at a Area level and promote collaboration and funding.

  2. Respond to call for proposals working closely with the Country Director and project staff. 3. Facilitate and coordinate field donor visits, donor meetings, discussions, and evaluations as required.

E. Financial and Administrative Management

  1. Ensure that all financial and administrative procedures are in accordance with IsraAID’s established policies and maintain the financial and legal integrity of the organization. 2. Provide progress and financial reports as required by the Country Director, government and IsraAID HQ, as well as accountability procedures as required by other organizations. 3. Ensure the preparation, accuracy and timely submission of financial reports that comply with grant or contract agreements.

  2. Check and verify all inventories and promote efficient and effective management of organizational assets.

F. Logistic and IT Management

  1. Ensure adherence to procurement guidelines is undertaken.

  2. Ensure quality and timely supply of logistics and programs supplies at Area level. 3. Ensure proper management of items, inventory and assets is undertaken at Area level. 4. Ensure Area office maintains proper IT and date protection.

G. Security and Risk Management

  1. Keeping abreast of all relevant security developments in the region and maintain regular communication with Area and national security institutions.

  2. Implement and maintain appropriate contingency plans for possible emergency scenarios. 3. Maintain a culture of safety and security within the mission.

ESSENTIAL KNOWLEDGE, QUALIFICATIONS AND COMPETENCIES

• University degree in relevant area (e.g. social sciences, economics, international development, etc.).

humanitarian field; preferably in the sectors of child protection, economic integration and social development programs targeted at vulnerable population.

• Experience in leading the implementation of large-scale international cooperation projects.

• Extensive previous team management experience.

• Previous experience in design, implementation and monitoring of projects including proposal and budget development.

• Good set of methodological skills in project formulation and evaluation, logical framework, and theory of changes methodologies.

• Experience in multi-sectoral development programs.

• Mandatory: Fluency in Spanish and English language (verbal and written)

• Previous experience in report writing for institutional donors (USAID, ECHO, DEVCO, IDB etc).

• Previous experience in successful grant proposal writing and fundraising including project formulation.

• High level of interpersonal skills; open-minded individual, culturally sensitive, friendly, flexible, team player, adaptability in a changing environment and needs.

• Proven ability to work independently and deliver results in unstable and changing contexts.

DESIRABLE KNOWLEDGE, QUALIFICATIONS AND COMPETENCIES

• Master’s degree in a field related to the position.

• Ability to develop training resources and train and mentor junior staff.

• Excellent knowledge of international standards for the implementation of projects with particular reference to protection mainstreaming.

• Excellent knowledge of stakeholders and organizations active in the field of humanitarian aid and development in Colombia and at the regional level.

• Experience in a management position for a Colombian foundation

• Implementing new organizational policies and procedures and supporting staffto follow these.

• Experience working in international sphere.

CONDITIONS
