Commitment to work together and achieve priorities in BiH is expressed by: The 2030 Agenda for Sustainable Development and selected Sustainable Development Goals (SDGs), future accession to the European Union, the Joint Socio-Economic Reforms (Reform Agenda) 2019-2022, and the human rights commitments of BiH, including other agreed international and regional development goals, and treaty obligations and conventions.   As part of the UNDP BiH’s Good Governance Sector’s portfolio, Country Infrastructure Development Initiative (CIDI) Project has an overall objective to work on improvements in underperforming and underfunded segments of public services delivery, as well as the establishment of new public services previously unavailable to the local population. In particular, the project is focused on improving water supply and sanitation, health and education facilities in targeted local communities. CIDI will work with at least 15 selected local governments in which approximately 400,000 citizens will benefit from improved access to and quality of vital communal public services. The project is primarily funded by different governing levels in BiH (LSG, Cantonal, Entity) and co-funded by UNDP BiH, which is also the implementer.

Duties and Responsibilities Conducts field visits and prepares assessment of construction interventions:

Conduct field visits to the specific locations requiring technical assistance and based on performed assessment, provide recommendations for further interventions; Prepare Bill of Quantities (BoQs) and supporting technical documentation for construction interventions where needed.

Reviews and assesses technical design documents for construction interventions:

Review of technical documentation (drawings, technical descriptions, calculations, Bill of Quantities, cost estimates, geotechnical elaborates and other design documents); Monitoring and quality assurance of the design process in close cooperation with design companies and consultants; Prepare Terms of References (ToRs) and Requests for Proposals (RFQs) for design and audit services.

Provides effective support throughout all stages of tendering processes:

Provide technical assistance in establishment of common grounds for minimum standards requirements for the implementation of specific (re)construction tasks as required by the specific project; Develop technical project and tender documentation (ToR, tender dossier, tender evaluation, etc.) for the implementation of specific (re)construction tasks as required by the specific project and specified by the Programme/Project; Ensure that necessary supporting documentation is in place prior to issuance of tender; Participate in evaluation of bids and selection of best bidder to the tender for (re)construction works and assessment of the bidder’s competencies and experience against minimum qualification requirements as per the Request for Proposal/Invitation to Bid requirements; Analyze measures, quantities and description of each item in the offers against the advertised BoQ; Analyze and review the offered unit rates against the cost estimate in correlation with BoQs, provided by a design company, and market prices; Provide written report about the compliance of the evaluation process with UNDP procurement procedures.

Monitors and supervises construction works

Perform number of monitoring field/on-site visits, upon engagement of a construction company (introduction of construction companies to the site, regular field visits during execution of the works, technical acceptance); Ensure that technical documentation on construction sites is maintained in accordance with relevant laws and standards and contract for works; Ensure that quality of the works and quantities of built materials are in line with the contracted BoQ; Ensure that professional supervision services are provided in accordance with relevant laws and standards; Sign off the taking over certificates upon completion of all construction works in each project.

Provides general office support

Provide logistical support to the project; Prepare and maintain status and monitoring reports for the construction interventions implemented by the project: Prepare amendments to the contracts for construction works, keep records on bank guarantees and implementation deadlines.

Institutional Arrangement

Under the direct supervision of the Project Manager, the Architect/Civil Engineer will be responsible for providing strategic guidance, technical inputs, and direction to Project team members throughout implementation of project activities.
