In mid 2021, ACF decided to open a full structured mission in Mozambique and start its activities following the findings of an initial scoping mission in October/November 2020 and a rapid informal information gathering in May 2021 for nutrition. This strategy is based on these results, plus the information gathered through ACF field presence and cluster’s participation since early 2021.
Humanitarian needs among conflict-affected populations in Cabo Delgado are wide-ranging and span all of ACF’s core sectors of expertise, including Food Security & Livelihoods, Nutrition & Health and WASH, which have been prioritized as part of our emergency strategy in partnership with local and international NGOs already present in Cabo Delgado to support the emergency response in the area. In light of the rapidly changing context, the humanitarian needs and ACF’s expertise, the geographic area of intervention will focus on H2R (Hard to Reach) areas comprising Mueda and Macomia, with complementarity in districts with higher needs and population movements.
The mission currently employs 7 international and 65 national staff working from Pemba and Mueda. ACF is exploring new areas of intervention to best address the needs of the population.
We are looking for a Field Coordinator based in Pemba, to support the new organigram implementation "shifting from base approach to area approach", ensure BHA top up implementation with lessons learned and keep level of engagement with RRM project.
Under the supervision of the Country Director, your role will be to :
You hold a Master’s Degree, ideally in Humanitarian Program Coordination, International Development, International Relations.
You have at least 3 years of field experience in operational management of humanitarian programs in a similar role, including an experience in emergency context.
You have at least 2 years’ experience in a managerial role, with excellent leadership and management skills in a complex international setting. You have training, coaching and capacity building experience skills.
You are particulary competent in strategic humanitarian context analysis and you are familiar with ACF intervention sectors (FSL, WaSH, Nutrition).
You have knowledge of standard logistics, financial and HR procedures and practices.
You are very good at communication, networking and representation (written, oral, cross cultural).
You speak and write fluently English and ideally know Portuguese, Spanish, or Italian.

Pemba is a port city in Mozambique. It is the capital of the province of Cabo Delgado and lies on a peninsula in Pemba Bay. The town was founded by the Niassa Company in 1904 as Porto Amélia, after the Queen of Portugal, at the peninsula's northwestern tip and has grown around a port. The city is renowned for its Portuguese colonial architecture. It was renamed Pemba at the end of Portuguese rule, in 1975. The city's inhabitants are primarily Swahili, Makondes, Macuas and Mwanis. Local languages that are spoken are Kimwani and Macua, although Portuguese is widespread. The guest houses are in Abubakar compound, on a side street next to Wimbi beach. Each house has a kitchenette, living room, and two bedrooms each one has its own bathroom. All the houses are equipped with an air conditioner. A generator and water pump ensure water or electricity shortages/breakdown.
