Scope of Work: During the Contracting Period, Contractor shall provide the following services to Relief International:

The main objective of the Anti-violence Anti-bullying consultant is to Collect and analyze primary and secondary data from various sources Review of Psychological and Sociology theories that contribute to providing a better understanding of bullying issues. Analyze geographical, cultural, economic and social context for each school within the four governorates, conducting field visits to the sample schools, conduct depth analysis lead to explore bullying phenomena at schools. Building on this the consultant should develop a behavioral change program- anti-bullying targeting upper primary and secondary level students 13-18 years at schools aimed at reducing the level of bullying and violence and will be requested to test the program within two phases first at six schools and then at the 16 schools.

Data collection

Collect and analyze primary and secondary data from various sources across the REACT program ranging from field coordinators, protection officers, to school counselors and/or Ministry of Education’s representatives. (KAP) survey.

Review of Psychological and Sociology theories that contribute to providing a better understanding of bullying issues. Then linking these theories with inputs received and collected from the field.

Context Analysis

Analyze geographical, cultural, economic and social context for each school within the four governorates, highlighting similarities and differences that affecting violence and bullying.

4.

Conduct inspection visits to sample schools (6) for observation and more in-depth situation analysis

In coordination with the field teams, the consultant will organize her/his visits to the sample schools in order to hold thorough discussions with the school principals and counselors. The final product of this deliverable is a clear situation analysis of all protection- bullying related matters at target schools

Data analysis

Following the data collection, literature review and field visits, the consultant request to conduct depth analysis lead to explore bullying phenomena at schools.

Design a manual outline to alleviate school-based violence and bullying

(behavioral change program)

Building on the previous steps, the consultant should develop a behavioral change program- anti-bullying targeting upper primary and secondary level students 13-18 years at schools aimed at reducing the level of bullying and violence.

Conduct an orientation workshop with all the stakeholders to present the anti-violence/anti-bullying manual and tools

1st Pilot phase

The developed behavioral change program- anti-bullying will be tested at 6-targeted schools; the consultant needs to review the feedback and data collected in these schools, making needed corrections and modifications based on the findings of the post assessment.

2nd Pilot phase

The developed behavioral change program- anti-bullying will be tested at another 16-targeted schools, the consultant needs to review the feedback and data collected in these schools, making needed corrections and modifications based on the findings of the post assessment.

Recommendations to MoE

Based on the received feedback and in inputs of the two piloting phases related to the effectiveness of the developed program, the consultant needs to develop the practical recommendations to MoE regarding adopting the program at the national level

Training

Developing and conducting training for teachers and students about behavior changes, and established student clubs , suggestion and supervision the promotional events

This document describes the general nature of the Contracting Services Contractor agrees to perform during the Term of this Agreement. It is not a comprehensive list of services Contractor may be requested to perform for Relief International.

Qualifications and Requirements:

  • Having at least Master degree in Psychology, Educational Psychology/Counseling /Sociology or any other related field.

  • At least 5 years' experience working as a consultant in protection or- behavioral change field.

  • Experience working with adolescents who require behavior modification.

  • Strong approved knowledge in behavioral change programs and theories, and theories explaining bullying issues.

  • Strong knowledge of MoE philosophy, vision, mission, and awareness of recent updates of Ma'an Campaign and education strategy 2018-2022.

  • Strong knowledge and technical skills in developing behavioral change programs.

  • Strong technical knowledge, skills and expertise in designing pre and post assessments.

  • Great interpersonal skills, strong attention to detail and highly organized.
