Analytical support for analysis and generation of social information consultant

Background of this search:

The current fragmentation in the management of SCL's data platforms and unshared access to complementary data hamper the exploitation of economies of scale and lead to product and effort redundancies. During 2020 SCL underscored a project to reverse these processes around a centralized repository, which jointly with protocols, the definition of quality standards, cleanliness and metadata management manages to configure an institutional governance structure of the data sources used within the social sector. This tool is in the process of becoming the main channel for collecting data generated internally or obtained through understanding agreements, as well as for searching and accessing internal and external data that support the analysis.

The Social Sector is looking for a dynamic, self-motivate and detailed oriented individual with excellent technical and research skills to support the development tools for applied AI in the social sectors areas and continue the development of the SCL Data Ecosystem.

The team’s mission:

The Social Sector (SCL) is a multidisciplinary team convinced that investing in people is the way to improve lives and overcome the development challenges in Latin America and the Caribbean. Jointly with the countries in the region, The Social Sector formulates public policy solutions to reduce poverty and improve the delivery of education, work, social protection, and health services. The objective is to advance a more productive region, with equal opportunities for men and women, and greater inclusion of the most vulnerable groups.

The objective of this consultancy is to provide technical and research assistance to SCL through the analysis of existing empirical data, collection of new data, and different research projects related to social issues. The consultant will provide technical assistance through the analysis of existing and new empirical data, as well as through general support for producing high quality analytical report, which will include quantitative and qualitative analyses.

What you’ll do:

  • Provide conceptual and empirical literature review of the project-related topics.
  • Help to identify and retrieve data required for the analyses
  • Support the harmonization of the household surveys from de region, which will be done in a reproducible, documented, and tractable way
  • Participate in production and quality control of social indicators from the harmonized database.
  • Perform analysis (statistical and econometric) of datasets collected
  • Contribute to presentations and reports, with products conforming to the publications protocol of the IDB.
  • Develop the necessary tools for the SCL Data Lake and the documents that contain the protocols and clear governance for this to work with data on both internal and external data.
  • Provide support and engage in other activites related with the data and digital social cluster agreed during the consultancy and coordinated by SCL supervisor.

    What you’ll need:

    • Citizenship: You are a citizen of one of our 48-member countries. We may help with relocation and visa applications for you and your eligible dependents.
    • Consanguinity: You have no family members (up to fourth degree of consanguinity and second
    • degree of affinity, including spouse) working at the IDB Group.
    • Education: Technical or associate degree or equivalent.
    • Experience: two years of experience of relevant professional experience working in social areas
    • Languages: the candidate must be fluent in English and Spanish

      Core and Technical Competencies:

      • Knowledge of two or more programming languages (Stata, R, Python), Proficiency in the use of databases (SQL, Access etc.). Experience using GIT version-control system.
      • Candidate should be self-motivated, demonstrate capacity to develop creative approaches to everyday administrative challenges and have the ability to work well in a fast-paced environment while maintaining a focus on details and a positive attitude.
      • Excellent inter-personal and organizational skills; respond to requests promptly and resourcefully.
