Background and Organizational context
The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) aims to help ensure that emergency response saves lives and protects people in crisis. OCHA also seeks to improve connectivity and coherence between humanitarian and development work, building on the comparative advantage of diverse actors and supporting national and local capacity, towards collective outcomes that reduce risk, need and vulnerability. OCHA Colombia works to ensure that collective, evidence-based situational awareness informs decisions on humanitarian action, seeking to ensure that streamlined data and analysis are provided to inform a rapid, effective and principled response. OCHA Colombia works to facilitate sufficient, timely, substantial, predictable and flexible funding that meets the needs of the most vulnerable people. In accordance with its mandate, OCHA conducts advocacy on behalf of the most vulnerable people to ensure effective and principled humanitarian action. This advocacy contributes to action that also enhances the protection of the people concerned. Key priorities that govern or provide direction for the work of the position to demonstrate link between the Unit priorities and position priorities/expected outcomes of incumbent. This position is located in the Office for the Coordination of Humanitarian Affairs in Bogota, Colombia. The Analysis, Communication and Advocacy Associate reports to the Head of Office. The Analysis, Communication and Advocacy Associate will be primarily responsible for leading analysis efforts within the office including situation awareness and context developments; will oversee the production of OCHA´s key information products with regards to the humanitarian situation and facilitate advocacy and communications around key issues. The ACA associate works closely with the other units of OCHA Colombia and its sub-offices, and liaises regularly with counterparts of relevant national institutions, UN agencies, funds and programmes, non-governmental organizations (NGOs), and donors, among others.Position Purpose
Ensure context developments, humanitarian needs and humanitarian response efforts in country are visible to Humanitarian Country Team members, national institutions, media, and other relevant stakeholders through the production of regular reports, analysis and public information products related to the humanitarian situation in Colombia.
Key Duties and Accountabilities
Lead OCHA´s situation monitoring, and awareness including monitoring context developments in the field and prepare analytical reports regarding the humanitarian situation for Humanitarian Country Team Members.Ensure development and quality control of all OCHA´s reports and public information products.
Lead on humanitarian communication and advocacy efforts by using various social media and communication tools to give visibility to humanitarian needs in country and response efforts.
Leads on the development of scenarios, discussion papers or relevant briefings to support senior leadership decision making.
Supervise and support all ACA unit members as well as information managers deployed in the field.
Education
High school diploma, or Bachelor’s degree in humanities, communication, journalism, international relations, public administration, health sciences or related field.Experience, Knowledge and skills
Seven (07) years of progressively responsible experience in public information, journalism, international relations, public administration, economy, or related area (Applies with a high school diploma). Four (04) years of progressively responsible experience in public information, journalism, international relations, public administration, economy, or related area (Applies with a bachelor´s degree specified in education point) Experience working with an international or national organization, and familiarity with the UN system is desirable Good analytical, communication and reporting skills. Ability to write synthetically identifying key issues. People skills; ability to motivate and guide teams as well as liaise with key external counterparts. Fluency in Spanish (oral and written) is required; working knowledge of English is desirable.Expected Demonstration of Competencies
