    SOLIDARITÉS INTERNATIONAL was created in Afghanistan in 1980 at the time of Soviet Occupation and has been supporting Afghan people for 38 years. SOLIDARITÉS INTERNATIONAL has always maintained its presence in the country until 2018, without interruption covering a wide range of activities, (water, hygiene and sanitation / food security and livelihoods / shelter) for population affected by conflicts or natural disasters, from emergency response to development-oriented programs.

    The organization has resumed its program in Afghanistan in December 2021 and has established a presence in Bamiyan, Kapisa, Wardak and Kabul provinces. It has launched exploratory missions in Nimroz and Farah provinces as well. In 2022, SI has implemented food security and WASH programs and aim at scaling them up in 2023, while beginning operations in Nimroz and Farah provinces. SI currently has 70 employees (4 international employees) with an annual budget of 2m euro. In 2023, this budget should around 6 million, while the team should grow to 150 employees.

    In 2023, SI will scale up its food security and WASH programs in Afghanistan, with a particular focus on the South-West. This program will be emergency based, responding to future shocks, in particular future natural disasters and epidemics outbreaks (Cholera). SI will also aim at building community resilience, reinforcing access to WASH services and infrastructure, while developing livelihoods in rural areas.

    General objectives

    As part of the coordination team and reporting to the Country Director and working closely with the program and support departments at coordination level, as well as the base teams, the Grant Manager is the mission’s focal point on ensuring accountability to donors. Specifically, he/she is in charge of:

  • Contributing to the mission’s strategic development.
Monitoring and identifying funding opportunities in line with SI country and global strategy. Overseeing compilation of timely and high-quality proposals, reports, and contract modification requests for submission to donors and consortium partners. Monitoring compliance with donor procedures and capacity building of new and existing staff on internal accountability tools and donor procedures. Proactively following-up on donor contractual obligations, from contracting to closing and archiving, and ensuring contractual obligations are known and understood by relevant staff/departments. Centralizing and preparing relevant documentation for external audits and audit report archiving. Communication and visibility of the organization.

Main responsibilities and priorities

Donor Relations:

Maintains an update donor contact list in consultation with the CD and Program Coordinator. Contributes to the CD representation with donors by providing briefing papers and accompanying meetings as requested. Coordinate the development of communication materials (country or project specific) targeting donors and other external partners.

Financing strategy:

Actively monitors and identifies funding opportunities from SI institutional donors, new institutional donors, funding from foundations and private donors as well as co-funding opportunities. Analyzes funding opportunities and eligibility in line with SI country and global strategy.

Document Development and Review:

Coordinates the dialogue between departments in the response design phase and coordinates the involvement of consortium partners. Designs, disseminates and follows-up on the retro-planning for concept note, proposal, and report writing. Compiles all contributions (from relevant departments and implementing partners) to draft high quality concept notes, proposals, and reports – including corresponding annexes. Reviews, proofreads, and finalizes proposal narratives and budgets before submission to HQ, ensuring compliance with internal and donor requirements, in close consultation with other departments. Reviews, proofreads, and finalizes narrative and financial reports (interim and final) before submission to HQ or donor. Ensures the global proposal/reporting packs are complete and submits it to HQ Desk for final review and validation. For submission at field level (including submission via online donor platforms), submits proposals/reports to donor, files and shares submitted version with HQ for record.

Contractual management:

Introduces or disseminates tools and methodologies to improve project implementation follow-up/ good grant management. Contributes to reviewing terms of contract with donors or prime recipients before signature. Ensures contract and other relevant documents filing at mission level. Facilitates kick-off meetings to disseminate contractual obligations to all relevant staff. Coordinates contract amendment requests, budget, or schedule revisions. In collaboration with the Finance coordinator, follows-up on requests for installments/funds. Monitors validation by the donor of final reports and last payment - closure of the grant. Facilitates project pre-closure and closure meetings.

External compliance:

Collaborates with the coordination team to ensure due diligence and vetting of potential partners is conducted. When SI works with implementing partners, ensures donor contractual obligations explicitly appear on partners’ sub-award agreements and monitors partners' compliance. Answers to due diligence exercises conducted by donors or Prime recipients. Provides trainings to new and existing staff on donor accountability tools and donor procedures. Works closely with all relevant departments to monitor programmatic compliance proactively and regularly in accordance with donor requirements (progress against indicators, project schedule, facilitate project review meetings). Monitors and disseminates reporting, proposal, and audit deadlines to all relevant staff. Oversees the quality of information compiled in the reporting follow-up tool.

Internal and external communication:

Ensure content (articles, pictures) are provided on a regular basis to the communication department and are compliant with contractual obligations. Ensure the proofreading of articles and the sharing of information in collaboration with the Country Director and communication department.

External Audits:

Monitors and disseminates deadlines for incoming audits, liaises with the Transparency and Institutional Development department at HQ to plan the audit and contract with the audit firm (if relevant). Centralizes and prepares documentation for external audits at field level, files the audit report.

Management:

The Grant Manager will be under the direct management of the Country Director, and technical management of the Desk Program Manager. The Grant Manager does not supervise any team, but will work in coordination with other departments, including MEAL, Program, Logistics and Finance.

Main priorities for the first three months

Develop strong reporting practices with BHA and ECHO & develop a strong relation with the new donors. Under the supervision of CD, develop a network within UN agencies related to SI’s mandate. Develop grants monitoring tools, including a 2-pager format on the main compliance requirement for each contracted donor. Develop visibility guidelines for donors and monitor their enforcement. Roll-out Monthly Grants Review Meetings with Prog Co and PMs. Lead on the development of new proposals. Ensure timely and quality submission of donor reports.

YOUR PROFILE

Education:

Master’s degree in Humanitarian/International relations, social sciences, Business School, Political Sciences, IEP / Sciences Po.

Experience:

At least 2 years of experience in Grants Management for an international NGO Previous experience in unstable environment (conflict / post conflict country) Experience with ECHO, BHA, UN funding or CDCS funding would be an asset Experience in developing proposals for institutional donors Experience drafting donor reports Experience in developing concept notes and strategy papers Experience in managing audits and compliance risks Experience in budget follow-ups

Skills:

Representation skills Excellent writing skills MS office. Good analytical skills, ability to adapt Good coordination and diplomacy Good organization skills. Capacity to work under pressure in a tense security environment.

Languages:

Fluent in English, written and spoken. Dari or Pashto would be an asset.

Other desirable qualities: Leadership and management / coordination with partners / planning and prioritization / flexibility / capacity to work under stress / solution making oriented / Team player / Transparency.

SI WILL OFFER YOU

A salaried position
According to experience, starting from EUR 1980 gross per month (base salary EUR 1800 + 10% annual leave allowance paid monthly) and a monthly 600 USD Per Diem given on the mission.

SI covers travel expenses between the expatriate's country of origin and the place of assignment.

Breaks

During the assignment, a system of alternation between work and time off is implemented at the rate of one break after every two months spent on the mission, with a break allowance of 850 USD allocated by SI.

Insurance package
Expatriates benefit from an insurance package which covers all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system, including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Living conditions and security

The security environment in Afghanistan remains tense, dynamic and volatile. While the risks associated with the conflict between the government and the armed opposition have significantly decreased since 15th of August 2022, third party armed groups (notably ISKP) continue to operate in certain provinces including Kabul and the possibility of the emergence of new opposition groups cannot be ignored. On the other hand, the country has always witnessed a certain level of criminality.

The Country Director is living in a shared guesthouse with the other international staffs.

Living conditions are quite fair in Kabul, with possible access to all essential goods and services. The security situation can be tense, and travel is sometimes restricted, but it is possible to have a social life.

Living conditions in the field are often harsher (limited access to electricity, harsher weather conditions, isolation, etc.) with paradoxically, depending on the area, less strict security conditions.
