Background:

The mandate of the OSCE Presence in Albania is to promote democratization, the rule of law, and human rights as well as to consolidate democratic institutions in line with OSCE principles, standards and commitments.

Originally established in 1997, today, the Presence's activities range from arms control and the fight against trafficking to electoral assistance; anti-corruption initiatives; gender mainstreaming and environmental projects; human rights protection; legislative, judicial, and media reform; and the capacity-building of law enforcement officials.

Due to the increased volume in related to ongoing and emerging extra-budgetary(xB) projects, the Human Resource Office requires additional workforce in the form of a fixed-term local Administrative / Human Resources Assistant, who will support administratively, logistically and organizationally the overall supportive work of the unit, in particular with regrads to extra budgetary project support. The assignment is requested to start as soon as possible for a period of one year with a possible extension depending on the availability of the funds.


Tasks and Responsibilities:

Under the functional guidance of the Human Resources Officer of the PiA, in accordance with the regulatory framework and in coordination with the colleagues within the Unit, and where necessary within FAU, the incumbent is expected to perform the following tasks, in particular with regards to HR support for extra-budgetary projects:

Support programme departments for the Talent Acquisition (planning, sourcing, selection, onboarding) for external (SSA) and internal workforce in accordance with the regulatory framework Administrative processing of SSA life cycle: following recruitment requests, drafting SSA contracts upon receipt of Purchase Orders, registering and archiving signed SSA contracts, following up performance evaluations and checking invoices for HRO approval & processing through the Finance department. Assess, coordinate and inform about available training opportunities, if applicable for xB Mission Members, Administrative support to learning & development initiatives, where xB Mission members are involved Master, operate and maintain up to date the Organization’s and the PiA’s respective ERP system in accordance with regulations and the valid beneficial practises of the Presence. Upon request provide data analysis in the form of Charts, tables and statistics with the purpose and objective to deduct conclusions, narratives and interpretations Support the colleagues, the Unit and the department in administrative tasks: Perform different administrative, financial, and logistic duties and coordination tasks for the Chief Fund Administration in relation to extra budgetary projects Support the Human Resource Office in administrative tasks such as filing, data entry, communication and other necessary actions Keep abreast with developments and practises in the area of HR administration and management topics, with the aim to suggest possible improvements (quality- or timewise) If necessary supports the Human Resources office in all duties that may be relevant to all Mission Members, including extra budgetary Mission Members and consultants. Performs other duties as necessary and required in relation to the entire HR portfolio

Necessary Qualifications:

Secondary education, ideally within a specialisation in general administration and Human Resource

3 years of relevant work (secretarial/clerical or supportive administrative work) experience, with exposure to and acquired knowledge of administrative HR work

Experience in drafting formal written communication, such as certificates, invitations, information, letters and official mails in English and Albanian language

International/Intercultural work-environment experience (international company or international organization)

Very good level of written and spoken English and Albanian

Advanced Computer literate with good command of MS Office applications (Excel, Word, Outlook, Powerpoint), ERP work experience (e.g. SAP, ORACLE) and the ability to easily adapt to new IT applications/tools

Dealing with a high volume of work, while remaining accurate and precise. Multi-tasking and prioritizing of work tasks. Working with sensitive and confidential information while being approachable and empathic. Remaining factual, formal, impartial, objective and “evidence-based”, while showing empathy and compassion. Being aware of biases in oneself and in others emotional intelligence, emotional flexibility and emotional absorbance.

Citizenship of or permanent residence in the Republic of Albania

Remuneration Package:

According to the fixed term OSCE salary scale, the remuneration is approximately 863.50 EURO, subject to post classification results and National Social Security deductions.

OSCE salaries are exempt from taxation. Appointments are normally made at step 1 of the applicable OSCE salary scale.
