Background

Within the project “Procurement of medicines and health products through the United Nations Development Programme (UNDP) for the control of noncommunicable diseases (NCD) in Turkmenistan” the UNDP in Turkmenistan provides support to the Ministry of Health and Medical Industry of Turkmenistan in procurement of medicines for prevention and treatment of cardio-vascular diseases, oncological diseases, endocrinological diseases, respiratory diseases, neurological diseases and other noncommunicable diseases, and medical devices of guaranteed quality and safety. Within the project UNDP also will provide technical support in strengthening the national procurement and supply mechanisms and systems, quantifications for the NCD services, and monitoring of medicine use. Technical assistance in “clinical” aspects such as development or update of the national treatment protocols and training of clinical doctors will be carried out by the WHO country office as part of collaborative project between WHO and UNDP.

UNDP seeks Administrative & Logistics assistant who will work within the project “Procurement of medicines and health products through the United Nations Development Programme (UNDP) for the control of noncommunicable diseases (NCD) in Turkmenistan”. The Administrative & Logistics assistant will work under the guidance and supervision of Project Specialist, in close collaboration with the Operations, Programme and Global Fund project staff in the CO, UNDP Health Implementation Support Team and Procurement Support Unit in Copenhagen and Geneva, and with the national partners.

Duties and Responsibilities

  • Timely preparation of all the necessary pre-shipping documentation, including translation of documents from English into Russian and Turkmen.
  • Responsibility for receipt and customs clearance arrangements, preparation of documents for UNDP shipments (received/ sent), arrangements for shipments.
  • Preparation of supporting documents for payments.
  • Routine correspondence, faxes, and reports related to shipments/customs/clearance, including coordination and follow-up of logistics issues with all authorized bodies.
  • Maintenance of proper filing system for administrative and logistics related documentation (incoming/outgoing communications, packing slips, invoices, deliveries, requests and other documents).
  • Facilitation of registration of NCD medicines by the National Drug Registration Authority by providing advice to the manufacturers on the registration process in Turkmenistan and liaising NDRA and the manufacturers to ensure registration of the medicines procured by the project.
  • Assistance in organizational and logistical arrangements for the project events and activities, such as renting of premises, travel requests, transportation, and translation/interpretation services for participants and invited experts.
  • Assets management.
  • Other admin / logistic tasks as requested by the supervisor.

Required Skills and Experience

Education:

  • Bachelor’s degree in Linguistics, Economics, Management, Finance/Accounting, Business Administration or equivalent disciplines.

Experience:

  • At least 2 years of relevant administrative experience is required.
  • Some experience in customs clearance of goods imported to Turkmenistan by public or private organizations.
  • Previous experience in customs clearance of health goods will be a distinctive advantage.
  • Experience in the usage of computers and office software packages (MS Word, Excel) and experience in handling of office equipment.

Language:

  • Working knowledge of English language, fluency in Russian and Turkmen.
