About UNU-Centre Administration UNU-Centre Administration is responsible for developing and implementing administrative policies governing the UNU and its global network of institutes and programmes. In addition, UNU-Centre Administration provide services to internal clients in the areas of financial management, budgeting, human resources management, travel and procurement. UNU-Centre Administration is located in Tokyo, Japan, with a global services centre based in Putrajaya, Malaysia. Terms of Reference UNU has embarked on the process of migrating to a new ERP system to improve internal processes and keep up with evolving industry standards. The new ERP system is expected to go-live in January 2023. Under the overall guidance of the Chief Financial Officer, the Accountant is responsible for providing back-fill support for UNU-Centre Finance personnel during the new ERP implementation period; handling the financial closing and reporting processes; coordinating the external audit; contributing towards the new ERP implementation activities; and supporting risk assessment work. The incumbent will be responsible for the following tasks: 1. Financial closing, reporting and analysis Completes month-end tasks including, but not limited to, verification of data and supporting schedules, preparation and posting of journal entries, reconciliation and balancing of general ledger and sub-ledger accounts within a timely manner;Prepare and analyze the monthly financial reports, provide high-quality professional advice on financial issues and implement corrective actions;Coordinate the year-end closing process, ensuring timely completion of closing checklists and supporting schedules;Draft financial statements in compliance with International Public Sector Accounting Standards (IPSAS); 2. External audit coordination Coordinate the external audit process, which includes liaising with UNU-Centre and institute focal persons for the completion of audit questionnaires, compiling supporting documentation and responding to audit queries; 3. New ERP system implementation Contribute to the data cleansing exercise, ensuring that quality data is migrated to the new ERP system;Participate in end-user testing to ensure solution readiness;Support change management and user adoption activities by developing appropriate and effective messaging for internal audiences;Prepare and deliver training materials, presentations and operating manuals to ensure the new ERP is effectively launched, understood and appropriately used by stakeholders; 4. Financial risk assessment and monitoring Compile and perform quality reviews on revised policies, operating procedures and guidelines relating to financial management areas; communicate to the relevant stakeholders and publish on the intranet;Support the Enterprise Risk Management (ERM) process by coordinating the updates to UNU-Centre and institutes’ risk registers, and implementing appropriate reporting to drive risk-informed decision making and execution; 5. Perform other duties as assigned by supervisor. RequirementsBachelor’s degree or equivalent in Accounting, Finance or a related field;Professionally qualified accountant from an internationally recognized institute of accountancy;At least 5 years of progressively responsible experience in audit, accounting or financial management;Demonstrated experience using International Public Sector Accounting Standards (IPSAS) and/or International Financial Reporting Standards (IFRS) in financial accounting and reporting;Experience in handling web-based management systems and ERP systems;Strong command in the usage of computers and office software packages (MS Word, Excel, etc) and advanced knowledge of spreadsheet and database packages;Excellent command of written and spoken English;Other desirable skills: autonomous, result oriented, self-motivated and “hands-on”, with the ability to prioritize work and multi-task; Duration of Contract The successful candidate will be retained under a Consultant Contract (CTC) for 12 months. Consultants engaged by UNU may not provide services for more than twenty-four (24) months in a thirty-six (36) month period. ​Proposed payment schedule UNU offers monthly payment in the range of MYR6,000 - MYR9,000 commensurate with the experience and qualifications of the candidate. The remuneration will be paid on a monthly basis upon submission of time sheet and monthly progress report, and certification by the supervisor.Travel considerations Should “mission travel” be required, UNU will pay for travel. However, this will be subject to the following prerequisites: Medical Clearance, Security Clearance through the Travel Request Information Process (TRIP) system, completion of the BSAFE online course, travel Visa, and liability waiver. Trip prerequisites will be met at the expense of the consultant. Travel cost will be calculated based on economy class travel, regardless of the length of travel.
