The recent development in Ukraine have led over 7.6 million refugees to flee over the borders from Ukraine and a further 6.3 million have been displaced within Ukraine. The estimated 17,7 million people that are stranded in Ukraine face shortages of basic needs such as water, food and medicine.
5,796,748 refugees have crossed the Polish border, 591,947 refugees have crossed the Moldavian border and 1,127,998 refugees the Romanian border.
This situation has led ACF France to open Country Offices, in Ukraine, Poland and Romania and ACF Spain in Moldova.
ACF has deployed a regional multi-sectorial strategy through direct implementation and partnership. Core activities are Food Security & Livelihood (canned and dry food distribution, hot meals, cash) and Mental Health & Care Practices (psychosocial support, PFA training, Baby Friendly Space, psychiatric referrals). In Ukraine strategy includes WASH activities (rehabilitation/repair of centralized water and sanitation networks as well as gas networks and boiler plants, minor repair of Collective/Transit Centers and hygiene kit distribution) as well as Health & Nutrition ones (primary health care structures support).
In Ukraine ACF intervenes in the East (Dnipro, Kharkiv and Zapporizhzhia in particular), the West (Vinnytsia and Chernivtsi) and is extending its coverage to the southern part of the country (Odessa and Mykolaiv).
We are looking for an Programs Deputy Field Coordinator based in Kharkiv.

As Programs Deputy Field Coordinator for Kharkiv, you will be under the supervision of the Field Coordinator and you will help to develop and implement Kharkiv base Program strategy, manage the team in the base, support ongoing PM nationalisation process and coordinate activities in order to support activities implementation and tackle operational challenges.
And more specifically:
You have a bachelor degree in humanitarian, social sciences, or similar fields with at least 3 years' experience in project or grants management in field-based setting within a NGO, operating in complex and volatile security contexts. You have a good knowledge of Wash, Food Security, MHPSS, Health and Nutrition or Emergency activities and understanding of humanitarian coordination mechanisms. You have an experience in humanitarian project management, budget management and team management. You have strong skills in computerized system, programs and reporting. Moreover, you have excellent leadership skills, with the ability to listen, support and communicate effectively with your teams. You have a positive mindset, you know how to be flexible and can encourage your teams towards their objectives.
You are fluent in English, a second language as Russian or Ukrainian is a plus.

This is a new position, in a base recently opened in september and operational since november 2022. You will join a young and motivated team. Life on the base will provide you social events with colleagues. Life in Kharkiv is challenging from a security perspective but does offer very good living conditions with a lot of restaurants, bar, shops available in city center.
