Action Against Hunger- Bangladesh has been implementing Mental Health and Care Practices (MHCP) programs in Cox’s Bazar since 2009 in Cox’s Bazar. Since 25th August 2017 more than 600.000 refugees from Myanmar crossed the border into Bangladesh and settle in existing camps, makeshift settlements as well as new settlements. Since the influx Action Against Hunger has scaled up its MHCP response in the new settlements as well as existing settlements and camps. The influx of refugees has also attracted NGO’s and UN agencies for a response to the crisis. Coordination and collaboration are essential for an effective MHCP response.

Action Against Hunger requires an Emergency Mental Health & Care Practices Coordinator with very good experience in MHPSS based in Cox’s Bazar

The position :

Under the direct supervision of the field coordinator and the functional management of the Mental Health and Care Practices Head of Department, you will have to provide technical assistance and practical supports to the MHCPGP team in the definition and follow-up of the MHCPGP program.

More precisely, your main responsibilities will be :

To strengthen technical mental health, maternal and child care practices, gender and protection mainstreaming program activities, and propose and initiate improvements according to the staff and project needs

  • Explore areas of strength and weakness, opportunities and threats with regard to the MHCPGP program activity/implementation and reinforce technically strong actions and propose solutions or recommendations to aspects that require improvement
  • Adjust the technical anchors of the programme in collaboration with the HoD, Project Coordinator and Programme Managers according to any change in the context or to enhance service quality
  • Ensure that the activities and actions of MHCPGP programs are respectful and specific to the context (e.g. in accordance with existing Action Contre la Faim protocols, organizational mandate, national policy, rules/direction of camp management and coordination groups, etc.)
  • In collaboration with the HOD and Project Coordinator, contribute to the definition of new modalities of intervention according to the context and program evolution

To build the project staff and partner capacities through training and on-the-job clinical supervision using industry-standard structured methodologies, tools, standard operating protocols

  • Conduct capacity-building needs assessment and establish technical areas that require focused training, close supervisory supports, and management of field teams;
  • Develop a capacity-building plan aligned to identified needs, sectoral priorities, and areas of improvement marked through objective assessments
  • Facilitate appropriate orientation and refresher training on technical aspects, followed by supportive supervision ensuring uptake of specific knowledge and skill-sets by the trained staff
  • Develop pragmatic cascade model of ToT that helps ensure quality and transfer of skills appropriate to the level of the staffing structure
  • Design and implement technical monitoring structures, processes, and frameworks that reinforce good practices, enhance team skills and outreach
  • Coordinate with external stakeholders, partner agency staff, and working group members to scale tested therapeutic approaches, good implementation practices, and generate adequate evidence for feasible scale and easier uptake of training methodologies, clinical approach in the mental health and protection sector
  • Ensure newly recruited staff, especially managers, receive quality and sufficient induction, necessary job-role adaptation supports, orientation to ACF mandate, ways of work, and various standard operating procedures related to technical activities/interventions

To support contextual adaptation and development of standard training materials, toolkits, process guidelines, standard operating protocols, and IEC materials relevant to program strategy and direction.

  • Review existing program toolkits, guidelines, monitoring and evaluation frameworks, and intervention aids (audio-visual IEC materials) and carry out necessary adaptation process in collaboration with the HoD and Project Coordinator
  • Ensure adaptation of clinical tools and procedures are adequately validated by HoD and HQ-Advisor, as necessary
  • Optimize the use and uptake of standard tools and intervention methodologies by trained staff aligned to their level of job roles with a critical appreciation of individual staff’s skills, knowledge, and motivation
  • Ensure training follow-up, case briefing, debriefing, and feedback critically evaluate implementation gaps, ensure adequate extended support to bridge those gaps, and positively motivate trained staff to comply well with standard practices

To enrich the program with context-relevant situational analyses that forms the base for capacity-building planning, development of training content, and resource mobilization for technical training and implementation strategy

  • Supply the program with relevant situational analyses relating to localized MHPSS, gender, and protection concerns, while initiating feasible field assessments and regular feedback from project staff and beneficiaries alike
  • Ensure identified needs and assessment outcomes are adequately ingrained in the technical contents developed and training delivered to project staff
  • Ensure adequate emphasis on developing managerial and technical skills of the project staff
  • Coordinate and collaborate with national partners, working group members, academia, research institutes, and government authorities for maintaining technical quality of clinical interventions, as necessary, and in consultation with HoD
  • Safeguard and wherever necessary promote ACF values, technical know-how, implementation priorities, and adherence to humanitarian principles while communicating with internal and external stakeholders

To Support the development of project capitalization products in collaboration with project teams

  • Develop project staff capacities through training, observation and feedback sessions regarding monitoring and evaluation of project indicators, data collection procedures, analysis and reporting of data
  • Prepare case documentation, good practices capitalization, technical intervention evaluation reports in collaboration with trained staff
  • Work closely with cross-functional teams from other technical sectors (Nutrition & Health, WASH, Food Security & Livelihoods, Disaster Risk Reduction, Communication with Communities) and support functions in the development of learning documents, project review reports, case documentation, case-studies, intervention evaluation, and project capitalization reports

The applicant :

You hold a Master’s degree in Clinical psychology or psychiatry with at least 3 years of field experience with NGOs in clinical, intercultural or humanitarian psychology. You have specific expertise in trauma-informed clinical approaches and psychotherapies. You have experience in implementing community-based MHPSS humanitarian programs in emergency and early recovery settings

You have previous experience in training and clinical supervision of psychologists, psychosocial workers, lay counselors, community health workers, and volunteers

You are recognized for your expertise in MHPSS and protection situational analyses, health facility performance assessments.

Having previous experience with ACF in a similar role is an asset

You are fluent in written and spoken English

Contract: 12 months fixed term contract under French legislation

Starting date : As soon as possible

Remuneration and benefits

Monthly gross salary from 2 010 € to 2 335 € upon experience.

Per diem and living allowance: 515 € (cf eurocost) net, field paid.

+300 € per month as country allowance

+16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen.

+Child allowance, limited to 5 children.

Transportation and accommodation:

Coverage of transportation costs to and in the mission.

Individual room in guesthouse covered

Medical coverage: 100% coverage of medical expenses + repatriation insurance.

Leaves and RnR:

25 days of paid leaves per year.

+20 RnR per year.
+215 € at each RnR period (averagely every 3 months – préciser si mission plus favorable).

Coverage of the transportation expenses to the RnR area of reference.

Training :
