RESPONSIBILITIES

Under the Country Director's responsibility, the incumbent is responsible for ensuring the safety and security of ACF operations in Afghanistan; while leading on the provision of safe and secure access, allowing ACF to be at the cutting edge of the operational implementation. The position is to be based in Kabul, but the future expatriate will first start working in Amman, until the mission has more visibility on the evolution of the situation. You main responsibilities will be the following :
Mission 1: Define and implement ACF security management system
- Collect and analyse contextual information, update CD and Field Coordinator and support them in the analysis; share evidence-based analysis with the Coordination team, Regional Director of Operations and Regional Security Advisor
- Alert the CD, Coordination team, the Regional Director of Operations and Regional Security Advisor on contextual developments and, when requested, develop likely forthcoming scenarios and contingency plans
- Lead on the update writing process of the Mission National and Local Security plans
- Ensure that minimum standards as defined are respected and known by the HAS team and focal points
- Monitor the implementation of the security action plans, mitigation measures and SOPs
- Support the Field Coordinators in designing their security management systems and organisational structure
- Evaluate the operational management of security
- Manage incidents and crises in collaboration with Field Coordinators and the Country Director, the Regional Security Advisor and/or the designated HQ Crisis Cell
- Provide the necessary guidance and tools for security assessment of new areas of intervention
- Manage budget and financial lines allocated to the security function
- Ensure good collaboration and liaison all stakeholders
- Keep the contact lists/staff tracker of national and international employees, including visitors and consultants, up to date

Mission 2: Lead on the development of the Mission humanitarian access strategy, its implementation, monitoring/impact assessment and review/update
- Lead on the design, writing process of the ACF humanitarian access strategy and make sure it is in line with the program strategy, ACF policies and security systems
- Support the the Field Coordinators in the negotiations on humanitarian access with all the involved actors
- Proactively build a network
REQUESTED PROFILE

You have an education/background in Safety and Security Management for NGOs, or have relevant experience showing the qualification
You have experience in Afghanistan and at least 1 other humanitarian context in a similar position
You are a critical thinker, and adopt an evidence-based approach to humanitarian access, security and safety management
You have expertise in modern access and security practices and global issues affecting the aid sector and have comprehensive knowledge of the Afghan political and security context
You have the ability to work within a multi-cultural and multi-ethnic team, with heavy movement restrictions
You have previous INGO work experiences in access and security management in violent environments
You have extensive knowledge of individual and organisational security issues, expertise in threat/risk assessment, security management and security awareness in violent environments
You have the ability to adapt to the beneficiary' needs while balancing community and security actors' demands
You have experience in crisis/incident management, and incident reporting, mapping, and quantitative analysis
You have proven facilitation/pedagogical skills to conduct effectively and efficiently training and briefings
You have proven analytical and writing skills; from complex multi-layered political and security topics, ability to come out concisely with simple theories underpinned by evidence-based arguments
You show commitment to ACF code of conduct and PSEA policy; sensitive to gender issues
You speak fluently English (written and verbal) and knowledge of national language Pashto & Dari is an asset.

SPECIFIC CONDITIONS / SALARY

For expatriates :
- 6 to 12 months fixed term contract (under French legislation)
Compensation & Benefits:
- Monthly gross salary from 2 450 to 2 800 EUR upon experience
- Per diem and living allowance: 145EUR + 238EUR net, field paid.
- + 450EUR of monthly gross salary as country allowance.
- Retirement allowance for non-French citizens

For nationals:
- Gross salary: 138 367 to 171 0793 AFG (depending on experience)
- Tax applied: 16 573 to 23 258 AFG
- Net salary: 121,793 to 148 734 AFG
- Grade: SML3 AAH national salary scale
