The Environmental and Social Solutions Unit (ESG) is looking for an environmental & social safeguards senior specialist to join our Support to Operations' Team in our Country Office in La Paz, Bolivia.

Background:

The Inter-American Development Bank (IDB) recognizes that long-term economic growth and the reduction of poverty and inequality in Latin America and the Caribbean is dependent upon development that is both socially inclusive and environmentally sustainable. To this end, we have made a commitment to positively maximize the outcomes of our work while minimizing the negative impact on societies and natural capital. In that context, we have recently approved a new Environmental and Social Policy Framework (ESPF) harmonized with best international practices.

ESG is responsible for providing solutions to ensure the sustainability of financed projects and compliance with the Bank's environmental and social policies. Specialists in ESG are part of project teams, providing technical solutions to social and environmental issues during project preparation and supervision.

In 2017 ESG launched the ESG Risk Management Framework, designed to determine the environmental and social risk level of operations before approval and during execution. The environmental and social risk rating (or ESRR) is one of the key elements to determine the level of environmental and social supervision (the other elements being impacts categorization and safeguard compliance rating). Ratings are established through reviews that included a combination of site visits, reviews of supervision reports, interviews with team leaders and ESG specialists.

The 'Support to Operations' area is divided into four Operational Groups that guide environmental and social assessment and management in addition to other specialized groups. The Unit's Operational Groups ensure that the potential negative environmental and social impacts and risks of IDB projects are properly managed and are led by a group head.

The team's mission:

Through its 5 regional hubs, ESG provides close support to project teams and external clients. One of these hubs is based in La Paz, Bolivia, and supports the Andean countries' portfolio and currently includes 156 operations in execution, 66 of them considered to be high and substantial risk operations according to the Managing Environmental & Social Risk and Performance Annual Report - 2020.

ESG is looking for an Environmental & Social Safeguard Senior Specialist in Bolivia with deep and broad knowledge on environmental and social issues and general expertise assessing safeguards issues to join our professional team. The specialist will provide technical support and leadership to the Environmental and Social Solutions Unit (ESG) during supervision of high and substantial risk in the CAN Region (Bolivia, Colombia, Ecuador, Perú y Venezuela); and promoting IADB's environmental and social priorities to assure project compliance with the IADB's environmental and social standards.

What you will do:

  • Prepare and update risk assessments (ESRR) based on the results of operations monitoring and evaluation activities.
  • Analyze the environmental and social impacts, risks, and other related aspects of public sector projects. This may involve in-depth or in-depth research on safeguards issues.
  • Review the Terms of Reference (TOR) presented by executing agencies for updating the Environmental and Social Management Plan, Environmental and Social Assessments, Stakeholder Consultation Plan and other documents.
  • Participate in meetings with the Peru Hub Coordinator and ESG Group Head (Group 2) teams as needed.
  • Participate in training sessions and implementation of the new Environmental and Social Policy Framework, as needed.
  • Participate and / or give training on the application of safeguards policies led by ESG for its internal and external clients.
  • Participate in field visits and face-to-face and / or virtual missions for the supervision of projects and prepare an aide-mémoire of the mission and a supervision report of the result and rating of supervision performance (SPR) as well as comments and written recommendations to internal and external customers.
  • Support the supervision of public sector projects that have significant potential environmental and social impacts or risks. These would include, but are not limited to, infrastructure projects in the transportation, energy, urban, health, and water and sanitation sectors, including multiple works projects (i.e., projects in which no specific subprojects had been identified at the time of the approval of the operation by the IDB Board of Directors).
  • Support training and capacity building for environmental and social specialists hired by IDB clients and who play a role in managing social and environmental problems and risks during project preparation or execution.

What you will need:

Education: You hold an advanced degree (at least Masters or equivalent) in a field related to environmental or social sciences.

Experience: You have at least 10 years of relevant experience as environmental and/or social safeguards specialist in complex high-risk projects in several sectors, especially Transport, Energy, Water & Sanitation or Housing. Knowledge and experience in Bolivia are essential; experience in other Andean countries as well as previous works with multilateral development banks and/or development finance institutions is desirable.

Languages: You are fluent (oral and written) in Spanish and have a professional proficiency in English. Knowledge of an additional official Bank language (Portuguese and French) is a plus.

Opportunity Summary:

Requirements: You are a citizen of Bolivia or are a citizen of one of our 48-member countries with residency or legal permit to work in Bolivia and have no family members working at the IDB Group.

Lines of Reporting: The staff will have a dual reporting line: One for ESG, where the staff will work under the supervision of the Operational Group Head, Environmental and Social Solutions Unit, VPS/ESG; the other for COF/CBO, the staff will report to the Representative in Bolivia in close coordination with the Chief of Operations.
