Purpose

To provide support to the Development Agency of Serbia (DAS) and the Foreign Direct Investments (FDI) Unit in assessing the investment potential of green real estate in Serbia.

Objective

To support the DAS and FDI Unit in facilitation and diversification of investment projects in Serbia.

Background

Improving investment climate plays a central role in growth and poverty reduction. To improve the institutional infrastructure for supporting the development of business environment in Serbia, the Development Agency of Serbia (DAS) was established in 2015. In the previous period through “Improving the Investment Climate in Serbia” project, DAS was capacitated in terms of some structures, capacity building and procedures to effectively attract new investments and manage the existing projects. The structures developed through previous project was well placed and had good coordination role, helping both the DAS and investors to make promising progress in attracting more direct investments. However, there is a need for further strengthening the DAS capacities and coordination role of the FDI Unit.

The Development Services Agreement between Government of Serbia and UNDP is envisaged to provide a framework for services requested by the Government, for ongoing initiatives of the Government, for which it bears full accountability. Most development services envisaged under the Agreement relate to support to policy making through research, advocacy or policy alternatives, aimed at fulfilling priorities as articulated in the Government plans, presented before Parliament, and in line with progress in achieving the Sustainable Development Goals.

The overall objective of the continuation of FDI Unit is to support effective coordination of all institutions in the Republic of Serbia, relevant for improvement of the investment climate, which in turn directly affects the country’s sustainable growth and development. This particularly will be needed in the next post-pandemic period and as an answer to economic impact of Covid-19. In that sense, UNDP will engage assistance for supporting policy work enabling investment projects, facilitating and attracting individual FDIs and for continuation of the capacity building of the Development Agency of Serbia.


Duties and Responsibilities

Scope of work

The Government of the Republic of Serbia has introduced various reforms in the past decade, with the aim to boost the construction industry and real estate development. The major legislative changes which spurred the expansion of real estate development date from 2016, when Serbia introduced electronic issuance of building permits which significantly simplified the procedures. This resulted in the total number of construction sites growing form 16,216 in 2016 to over 71,000 in 2020. According to the number of building permits issued in 2020 and 2021 it seems like that construction industry in Serbia has not been affected by covid-19 crisis whatsoever. In addition, it is evident that the real estate market in Serbia has been drawing more foreign investors, since multinational companies like Indotek Group, GTC, CTP, Eagle Hills are entering the market through brownfield investments or acquisitions. Simultaneously, there is a growing interest of potential investors in applying green construction practices, renewable energy and eco-friendly materials, which would mitigate the potential risks for the environment. The ecological requirements for sustainable buildings have also spurred the possibilities for investing in real estate which is not necessarily located in large bustling city centres, but in the green suburban areas.

In order to fully assess the potential for investing in green office and industrial real estate, as well as secondary housing in Serbia, UNDP is in search for an experienced real estate expert who will provide the FDI unit and DAS with the latest analysis and major trends in this sector, reflecting on the Green Agenda requirements.

Specific responsibilities include:

1.The Report on Green Business Parks. The Report shall contain:

Clear overview of the characteristics of the modern business centre with focus on green office space/green office parks. The Consultant shall provide information on the green office parks market, lease prices, best case examples, including the overview of sustainable construction practices used in all the presented examples.Serbia’s market potential for attracting investments in green office space in Belgrade and potentially other cities. The statistic overview shall include most important green real estate market parameters including market size and value, stock, growth, investment volumes, yields, planned and current projects, most important domestic and foreign investors, demand analysis. The consultant shall finalize the statistical overview in close cooperation with UNDP Serbia and FDI unit.Regional trends in green business parks construction and management, including market overview, main players.Projections of the market size and growth, including demand, in the period after 2022, including the rationale behind the projections.

2. The Report on Secondary Housing Market in Serbia. The Report shall contain:

Data on type of secondary housing available in Serbia, with overview of main projects, prices, market size and value, growth, including demand analysis.Overview of the main investors in the secondary housing market in Serbia, including both foreign and domestic investors, including the type of financial products available for this kind of investment.Analysis of regional markets for secondary housing, including market overview, main players, best case examples.Projections of the Serbian market size and growth, demand in the period after 2022, including the rationale behind the projections.

3. Report on Logistic Parks Market in Serbia. The Report shall contain:

Data on type of logistic parks available in Serbia, with overview of main projects, prices, market size and value, growth, including demand analysis.Overview of the main investors in logistic parks in Serbia, including both foreign and domestic.Regional market trends in Logistic Parks Development and Management, including market overview.Projections of the market size and growth, including demand, in the period after 2022, including the rationale behind the projections.

Languages:

Fluency in Serbian and English.

Financial Proposal

Lump sum contracts

The financial proposal shall specify a total lump sum amount in USD currency, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in instalments or upon completion of the entire contract). Payments are based upon approval of each deliverable. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel in Serbia, per diems, and number of anticipated working days).

Travel

This is home-based engagement therefore no travel envisaged under this Terms of Reference. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

Individual Contract (IC) will be applicable for individual consultants applying in their own capacity. If the applicant is employed by any legal entity, IC would be issued upon submission of Consent letter from the employer acknowledging the engagement with UNDP. Reimbursable Loan Agreement (RLA) will be applicable for applicants employed by any legal entity. Engagement of Government Officials and Employees

Government Officials or Employees are civil servants of UN Member States. As such, if they will be engaged by UNDP under an IC which they will be signing in their individual capacity (i.e., engagement is not done through RLA signed by their Government employer), the following conditions must be met prior to the award of contract:

(ii) The individual must provide an official documentation from his/her employer formally certifying his or her status as being on “official leave without pay” for the duration of the IC.

The above requirements are also applicable to Government-owned and controlled enterprises and well as other semi/partially or fully owned Government entities, whether or not the Government ownership is of majority or minority status.

UNDP recognizes the possibility that there are situations when the Government entity employing the individual that UNDP wishes to engage is one that allows its employees to receive external short-term consultancy assignments (including but not limited to research institutions, state-owned colleges/universities, etc.), whereby a status of “on-leave-without-pay” is not required. Under such circumstance, the individual entering into an IC with UNDP must still provide a “No-objection” letter from the Government employing him/her. The “no objection” letter required under (i) above must also state that the employer formally certifies that their employees are allowed to receive short-term consultancy assignment from another entity without being on “leave-without-pay” status and include any conditions and restrictions on granting such permission, if any. The said document may be obtained by, and put on record of, UNDP, in lieu of the document (ii) listed above.
