Project Description

The overall objective of the project is to contribute to the further improvement of the capacities of the Ministry of Finance for the efficient coordination and management of economic reforms and accession negotiations as well as for fulfilling the economic and political criteria for EU membership. The present proposal complements the Support to strengthening technical capacity and institutional development of the Ministry of Finance and coordination in the field of economic governance – Amendment 3 and foresees the provision of additional support for the implementation of the activities in the previous amendment.

Priorities outlined in the key documents such as: the Serbian National Plan for the Adoption of Acquis 2014-2018, the Fiscal Strategy, the Economic Reform Program, the Stabilization and Association Agreement and the Government Document on National Priorities for International Assistance 2014-2017 with projections until 2020 – the Needs Assessment Document and Council of Conclusions of the Ministerial Dialogue between the Economic Ministers of the EU and the Candidate Countries, include the improvement of Accountability. This entails improvement of transparency of administration, including access to information, increasing the quality of service delivery, and enhanced control of Public finances. 

In addition, more intense border transactions will result in expansion of business across EU and export of their services to larger markets. This will, in turn, lead to enhanced economic growth, as well as to enhanced competitiveness. Implementation of this project along with the other projects within the Ministry of Finance, such as enhancements in the treasury department, fiscalization, implementation of public investment management information system, also includes implementation of new IT core system, encompassing new hardware, software, and methodology/processes within the Ministry of Finance, and brings a need for clear interoperability of this systems and a proper coordination is necessary.

 

  • Regular assessment of the existing IT core system at the Ministry of Finance and identifying shortcomings and potential risks in the system;
  • Managing continuous improvements of IT core system including processes, methodology, software and hardware requirements;
  • Regular monitoring and reporting on the IT core system functioning;
  • Overseeing the preparation of policies and procedures related to effective, efficient and secure operations of the IT core system;
  • Reporting on risk management policies and providing advice for solutions on a regular basis; 
  • Overseeing the collection and analysis of relevant system data and generating required reports;
  • Overseeing the implementation of data protection policies, security measures and procedures; 
  • Analyzing IT team capacities and proposing measures for team development, continuous improvement and high performance;
  • Fostering effective cooperation and coordination between national counterparts, project partners and other relevant stakeholders;
  • Active participation and coordination of meetings, training sessions, conferences and public promotion activities. 
  • Performing other duties as required.
  • Experience in managing large IT projects and/or IT systems in public administration; 
  • Relevant certification in network management (Microsoft Certification, Cisco Certification or equivalent);
  • Experience with establishing and managing of high-availability cloud-based services;
  • Experience with managing of hardware and software platforms, telecommunications facilities;
  • Ability to deliver when working under pressure and within changing circumstances;
  • Excellent writing/reporting and presentation skills;
  • Excellent interpersonal, networking and team building skills. 
  • Strong oral and written communication skills;
  • Client oriented: establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects;

  • Experience with implementation of SAP solutions
  • Sound understanding of Serbia's political, institutional, and socio-economic situation; 
  • Thorough knowledge of the national institutional and legal framework and public-sector policy implementation processes.

Academic Education:

  • BSc in Engineering, Computer Sciences or related field.
  • Master degree in relevant field will be considered an asset.
  • Minimum 4 years of progressively responsible work experience in the telecommunication and/or information technology management field with BA degree or 2 years of progressively responsible work experience with MA degree.
  • Excellent knowledge of written and spoken Serbian and English.
