Over the past 10 years, Serbia has made progress in modernizing its strategic and regulatory framework to support development of the information society.

With digital transformation of the national economy and public administration high on the government's agenda, Serbia has a future-proofed its administration’s capability for rapid deployment of cost-effective, secure and citizen-focused e-services, and coordinated implementation of ICT (Information and Communications Technology) policies. First steps have been made with the establishment of the central Office for IT and e-Government (ITE) and strengthening of the Ministerial Council for IT and Innovative Entrepreneurship.

This project aims to support the efforts to build internal capacities of the ITE for effective coordination and implementation of the digital government strategy, providing support to other institutions in introducing e services, building a common ICT infrastructure and shared services, and maintaining close relations with the key stakeholders and the public. As the ITE has also received an additional mandate for operationally delivering a part of the IT Council and Creative Industries Council agendas, this project aims at supporting the efforts of these councils at enhancing the digital transformation of Serbia’s economy, in particular through increasing human capital, enhancing the regulatory framework and implementing innovative solutions.

UNDP provided support to this broad digitalization agenda of the Serbian Government since its inception, through "Serbia at your Fingertips – Digital Transformation for Development" project. This project comprises five segments. The first three relate to development of the e-government system, the fourth includes support for implementation of activities from the ministerial councils' agendas, while the fifth includes support for implementation of big infrastructural projects in e Government.

One of the project segments is dedicated to supporting the ITE in establishing and managing the digital government stack – a set of common government ICT infrastructures for provision of e services. This digital government stack, operated by ITE, comprises physical infrastructure (including Government Network and data centres), virtual infrastructure (Government Cloud, with IaaS, PaaS and SaaS services), key registries and databases (including the Meta register, interoperability standards and Government Service Bus for data exchange between institutions), portals and integrated services (including the central government e-services portal, sector portals and standalone apps), as well as various other IT services provided by ITE to other government entities (e.g. Internet access for government institutions, email for civil servants, hosting of government web sites etc.).

With the new Data center in Kragujevac, which will be used as primary/disaster recovery location for government institutions, ITE need to reorganize the government IT infrastructure in order to provide government cloud infrastructure with high availability.
 

  • Design, implement and monitor secure, scalable, resilient and auditable IT infrastructure;
  • Analyze, diagnose, replicate, solve, and resolve technical issues across the entire infrastructure stack;
  • Design and implement solutions that run on Microsoft Azure, including aspects like compute, network, storage, and security;
  • Configure and Operate a Hybrid Cloud with Microsoft Azure Stack Hub. Experience in managing and operating Azure Stack Hub environments;
  • Design and implement Microsoft 365 services, manage user identity and roles, manage access and authentication, plan Office 365 workloads and applications, implement Microsoft 365 security and threat management, manage Microsoft 365 governance and compliance;
  • Implement, manage, and troubleshoot a VMWare vSphere infrastructure;
  • Install, configure, and administer VMWare NSX virtual networking implementations;
  • Windows Server installation and implementation of storage solutions, Hyper-V, and Windows containers; networking with DNS, DHCP, IP address management, and advanced infrastructure; and administration of Active Directory Domain Services, group policy, Nano Server, etc.;
  • Deploy, configure and manage Veeam Availability Suite solution. Experience protecting data with Veeam Availability Suite;
  • Perform other duties as required.

Institutional Arrangement

The IT Assistant for cloud Infrastructure will work under the overall guidance and supervision of the Portfolio Manager for Competitiveness and Digital Governance.

Education

Secondary education with background in IT/ICT. University degree will be considered an asset.

Work experience

Minimum of 4 years of relevant work experience in the field of IT/ICT or similar field, preferably in implementing/maintaining ICT infrastructures, managing the cloud infrastructures, and support to IT strategy and planning with secondary education; 2 years of relevant work experience with Bachelor’s degree.

Desired additional skills and competencies

  • Sound understanding of Serbia's e-government policy framework;
  • Thorough knowledge of the government IT infrastructure;
  • Thorough knowledge of the cloud infrastructure;
  • Possession of professional certificates (e.g. Microsoft Azure Solutions Architect Expert). 

Language

Excellent knowledge of written and spoken Serbian and English.
