c.            Background Information

Disasters affect Serbia's economic and environmental standing, diminish the country’s development potential, pose a risk to social stability, and jeopardize EU investments. The effectiveness of the disaster risk management system relies on the adequate human, physical, and financial capacities for planning, preparation, responding, and post-disaster recovery, as well as on proper vertical and horizontal coordination between all the relevant institutions. 

2019 Global Crisis Severity Index with an average score of 3.5 places Serbia in the group of medium-risk and rather stable countries. Although the applied INFORM methodology assesses Serbian vulnerability as moderately low, it still recognizes institutional and governance shortcomings (scored with 5.2) and DRR (5.7) as having undermining impact on the overall coping capacity. The critical problem of the Serbian Disaster Risk Reduction and Emergency Management System is the fragmentation of the institutional framework, procedures, and insufficient capacities at the central and local level for adequate prevention, preparation, and response to disaster risk needs of the communities and population.

To support national authorities in addressing above mention challenges, the EU Delegation to the Republic of Serbia entrusted UNDP with implementation of the EU for Civil Protection and Disaster Risk Resilience Programme.  Realization of the Programme, designed to reduce vulnerability to disasters and increase the country’s resilience to climate change and to put in place the capacities for emergency management and disaster risk resilience, shall take place in the period March 2020 – March 2024.

The Project is expected to deliver following results:

  • Sector for Emergency Management central building including the Republic Information Centre equipped;
  • Firefighting equipment and vehicles procured, delivered and used by the beneficiary;
  • Emergency medical vehicles procured, delivered and used by the final beneficiary;
  • Decontamination vehicles procured, delivered and used by the final beneficiary;
  • Protective uniforms sets delivered to medical teams;
  • Central platform for real-time acquisition, processing, distribution of data from microcontroller stations developed, delivered and in use by the beneficiary;
  • Transport operations supported;
  • Supplies purchase as emergency management measure;
  • Education Centre reconstructed;
  • Education Centre supplied with furniture and equipment;
  • Municipal servants and civil protection commissioners trained;
  • Civil protection units equipped;
  • Highly experienced MRSS staff trained;
  • Number of trained floods’ rescuers;
  • Delivered mobile dams;
  • Equipment and vehicles for Mountain rescue service of Serbia purchased, delivered and used by beneficiaries;
  • Disaster Risk Register established and functional;
  • The most relevant awareness raising thematic areas identified and supported.

 

Measurable outputs of the work assignment

Overall responsibilities: 

The Project Coordinator supports the Project Manager in the implementation of the project activities, in accordance with prescribed rules and procedures, ensuring the synergies between ongoing and other EU and developmental partners’ funded initiatives.

The functions of the Project Coordinator are detailed as follows:

1. Efficient project implementation and reporting

  • Implementation and administration of the EU for Civil Protection and Disaster Resilience Strengthening in the Republic of Serbia Project and the timely and quality delivery of expected outputs;
  • Support the implementation of the communication strategy of the project, including support to the visibility of events organized under the project.
  • Support in developing Monitoring and Evaluation Plan;
  • Contribute to Project Work Plans and Project reports (Progress reports including the Final Narrative and Financial Report) and their presentation to the Steering Committee/ Contracting Authority for review/approval.
  • Monitor progress of project activities to ensure compliance with the timetable set out in the Project Document;
  • Prepare regular updates for Contracting Authority/Steering Committee on projects’ progress, implementing issues, emerging risks/problems and proposals for necessary remedial actions.
  • Prepare of briefs, talking points and relevant materials upon request.
  • Draft terms of reference for consultants and project personnel;
  • Assume responsibilities in line with the Internal Control Framework;
  • Participate in procurement, recruitment and evaluation panels;

2. Communication and coordination with partners and beneficiaries

  • Maintain good cooperation and coordination between national counterparts, Contracting Authority and other stakeholders, pursue networking and information sharing and follow up on partnership related issues;
  • Maintain regular contacts with beneficiaries to ensure relevance and quality of projects’ outputs;
  • Provide substantive advice on key issues of concern for realization of project activities;
  • Coordinate meetings, training sessions, conferences and public events;
  • Prepare official correspondence for national and international partners;

3.Knowledge management

  • Identify, collect and analyze policy-related, relevant information and data;
  • Codify and provide best practices and lessons learnt, particularly linked to the areas of capacity development and national (economic, social and human) development;
  • Support activities related to assessing capacities and needs of government organizations and partners, in close collaboration with national counterparts at both central and local level;
  • Facilitate team’s learning and knowledge sharing;
  • Participate in UN thematic groups and another sectoral groups’ work, as required;
  • Performing other duties as required.

Performance Indicators for evaluation of results

  • Prepared annual and quarterly work plans, in close cooperation with the Project Manager;
  • Monitoring and Evaluation Plan prepared;
  • Efficient, cost effective and timely implementation of the project outputs ensured;
  • Interim and Final Narrative and Financial reports prepared including Budget revisions (when needed);
  • Expenditures and available funds closely monitored;
  • ToRs, talking points and official correspondence drafted in a timely and quality manner;
  • Steering Committees and Project events organised and coordinated;
  • Regular contact with project beneficiaries maintained.

 

  • Demonstrates integrity by modeling the UN’s values and ethical standards;

Education:           

Minimum bachelor’s in social sciences or equivalent in a relevant field; Master’s degree is an asset.

Work Experience:

  • Minimum 5 years of relevant experience in project design, management and coordination; experience with EU funded projects is an asset;
  • Experience in monitoring implementation and evaluation of EU-funded projects is an asset;
  • Demonstrated experience in disasters’ management with special emphasis on natural and climate induced ones;

The following specific experiences will be considered as an advantage:

  • Experience working on EU funded projects (programming or implementation);
  • Experience in emergency management;
  • Experience in development of disaster risk reduction strategic and regulatory framework.

Knowledge

  • Excellent understanding of Serbia's socio-economic situation;
  • Knowledge in the use of computers and office software packages and handling of web-based management systems.

Personal qualifications

  • Excellent writing/reporting and presentation skills;
  • Excellent interpersonal, networking and team building skills;

Language:

Excellent knowledge of written and spoken Serbian and English.
