World Vision Lebanon is looking for consultant to Understand water, wastewater and solid waste (SPHERE & infrastructure) needs in Baalbeck area, to meet Baalbeck’ s population needs, help guide programmatic decision making, and to shape the design of future interventions within the area. It is important to asses and identify gendered differences to better understand and address the needs.

Objectives: **

  1. Water

a) Assess the water needs at household (HH) level in terms of quantity, quality, and access to water and water source (relying on SPHERE standards).

b) Assess the water systems at area level in terms of network, treatment plant, management, reach, equipment, and pumps availability and functionality for the coming 20 years linked to water masterplan developed by MoEW.

  1. Wastewater

a) Assess the wastewater needs at HH level in terms of access to latrine, connection to sewer line and wastewater treatment plant (relying on SPHERE standards).

b) Assess the wastewater systems at area level in terms of sewer network, wastewater treatment plant, management, reach, and equipment for the coming 20 years linked to wastewater masterplan developed by MoEW.

  1. Solid waste

a) Conduct feasibility assessment for schools, learning centres, public markets, and public institutions to check for appropriate and adequate waste storage.

b) Conduct feasibility assessment for existing sorting facility to evaluate capacity, operational cost, man power, equipment needs, and area of coverage, expected revenue, and union of municipality’s capacity and needs to run this facility.

c) Assess the solid waste systems at area level in terms of availability of sorting bins, sorting facilities, public collection points and equipment, and landfill/ incinerator.

d) Assess the sorting knowledge, behaviour and practices at HH level along with geographic access to communal solid waste collection point.

e) Observe designated neighbourhoods or communal public collection points for solid waste accumulation.

  1. Hygiene

a) Assess on HH level the hygiene knowledge, behaviour and practices in addition to access to menstrual hygiene items.

Please note:

Companies missing contact information in the Letter of Interest will not be considered for the Tender Participation.

Any submission of Letter of Interest after deadline will be rejected and companies will not be invited to Tender.

Tender Documents will be sent out electronically through WV procurement system (Provision) to interested companies/consultants starting January 10, 2022, since the deadline of offers submission via online system is January 24, 2022 8:00pm. Tender documents will include detailed BOQs and TOR and submission instructions. All applications should be received online through the system; no hard copies or email submission will be accepted.
